Research On The Evaluation Of Efficiency Of Regional Innovation Based On Two-stage And Coordination Of It

The innovation drives development of the economy and the innovative development focuses on the efficiency.Improving the regional innovative efficiency is becoming an important method to improve the level of regional innovation and promote regional innovative development.The paper used the Data envelopment analysis and Gray correlation model and found out the reasons that restrict the promotion of efficiency of regional innovation from the perspective of inputs on the basis of the regional innovative efficiency evaluation of different provinces in China,and further,put forward some measures and suggestions to enhance the efficiency of regional innovation according to the result of the evaluation.At first,the paper cleared two stages of regional innovative development which included the stage of the regional innovative development and regional innovative application on the basis of researching the literature of the evaluation of regional innovative process and some other papers.Set up a two-stage model of regional innovation according to the two stages of the regional innovation.Established the system of the three kind of indicators which included the innovative resource input?Intermediate innovation output and the final output in the context of the two stages of the regional innovation,and selected the indicators of innovative resource input?Intermediate innovation output and the final output according to the three principle of selection of indicator.Leaded the data envelopment analysis method into the research,made an evaluation of the efficiency of the two stages of regional innovative process by establishing the decision-making unit.The evaluation of the efficiency of the regional innovative development focused on the conversion efficiency from the investment of the innovative resources to the knowledge and other technology products,more to reflect the analyses of efficiency of research and development of the innovation process.The evaluation of the efficiency of the regional innovative application focused on the conversion efficiency from the knowledge and other technology products to the economic benefit.Secondly,leaded the gray correlation model into the research on the basic of the evaluation of the efficiency of two stages of regional innovative process.Used the Gray correlation method and found out the constraints of inefficient of the decision-making unit from the perspective of inputs.The purpose is to achieve the valid decision unit by appropriately adjusting the quantity of the input of the innovative factor of the inefficient decision-making unit.In summary,the paper found out the way to improve the efficiency of regional innovation and discussed the suggestion and measures to improve the regional innovative development on the basic of the evaluation of the efficiency and the analysis of the relationship between invest factors and efficiency of the two stages of the innovative process of different provinces in China by above model and analysis method.
