The State-owned Power Generation Enterprises Under The System Reform Research On Performance Management

With the deepening of the reform of the power system aimed at "breaking the monopoly to compete,optimize the allocation and improve efficiency",the power generation enterprises are facing a more severe market environment and a more intense market competition situation.In order to comply with the power system reform,improve the competitiveness of power generation enterprises,we must give full play to the important role of performance management.This paper adopts the method of combining theory and practice,mainly using the method of literature research and case analysis.Through the study,many problems in power generation enterprise performance management are founded:First,in the performance planning stage,the performance appraisal index system lacks effectiveness and scientificalness,and does not focus on the assessment of business performance.Second,in the implementation phase of the performance plan,the implementation process lacks two-way communication between the upper and lower levels.Again,in the performance planning evaluation stage,performance appraisal is a mere formality and does not achieve a real incentive.Finally,in the performance evaluation feedback and application stage,the performance evaluation feedback is insufficient,the application way is single.In this paper,through the analysis of the current situation of performance management of A power generation enterprises,based on the above characteristics and the characteristics of power generation enterprises,following the simple and practical principles,taking a case or two as an example for the rest of the lot to follow,we put forward the specific countermeasures for the establishment of the performance appraisal index system,the strengthening of the two-way communication,the performance appraisal standard and the appraisal evaluation and its application,which is the guiding significance and application value of power generation enterprises in China to enhance their core competitiveness and carry out effective performance management.
