Research On The Restriction Of Occupational Stratification On The Integration Of The Basic Endowment Insurace System For Urban Workers

Currently,the integration of the basic endowment insurance system for urban workers take the lead in the field of integration.A great deal of exploration has been made in the aspects of designing the top-level system,narrowing the gap between the occupational pension,achieving the integration of "fragmentation" endowment insurance system,which played a leading and exemplary role.The integration of the basic endowment insurance system for urban workers has realized the unity of various professional groups in the aspects of fulfilling the obligation of payment,the mode of financing,and the way of pension payment.However,the occupational stratification has a restricted influence on the integration of the basic endowment insurance system for urban workers.This paper attempts to explore the impact of occupational stratification on the system integration,which is,in other words,to explore the impact of the insured status on the pension treatment,and analyzes the reasons that cause the restriction to enrich the basic theory and analysis of the basic endowment insurance system,as well as to provide some useful policy suggestions for the justice and sustainable development of basic endowment insurance system for urban workers.In this paper,literature research,historical analysis,cases analysis,descriptive analysis and regression analysis are used to explore the restrictive impact of the occupational stratification on the integration of the basic endowment insurance system for urban workers.Firstly,the paper reviews the history of the integration of basic endowment insurance system for urban workers in China,which focuses on the analysis of the differences between the different occupational groups in the integration of the insured condition and pension treatment,and analyzes the reasons for these differences.Secondly,the paper analyzes the status of the occupational groups in insuredcondition,the pension treatment,the occupational pension(or enterprise annuity)after the integration,and the result shows that the level of organs and institutions is better than that of the staff and workers of the enterprise,and the enterprise workers’ stratum is better than that of the flexible employees.The Peking University “China Health and Retirement Survey Follow-up Questionnaire Data in 2013” is used in the paper to analyze the status of each occupational class in the situation of the insured,the pension treatment,the payment ability,the payment period,the occupational pension or the enterprise annuity,and the result shows that the main system parameters of the institutions are superior to those of the enterprise employees,and the employees are better than the flexible employees.Thirdly,the author uses regression model to analyze the factors that affect the basic endowment insurance and the pension treatment of urban workers,and the result shows that occupational stratification has a significant positive impact on the status of the insured,and the ability to pay enhance the impact of occupational stratification on the status of the insured;occupational stratification has a significant positive impact on pension treatment;the payment ability and the payment period have a significant positive influence on the pension treatment;with the addition of the payment ability and the payment period,the positive impact of occupational stratification on the pension treatment has been weakened.At last,the author puts forward some policy suggestions to alleviate the impact of occupational stratification on the system integration,such as,to further promote the integration of the basic endowment insurance system for urban workers,strengthen the base pay elasticity,reduce the contribution rate moderately,improve the ability of low-income earners,count those insured person whose payment period is less than 15 years into the basic pension payment scope,establish the normal pension adjustment mechanism,call for the integration of multiple power to alleviate the influence of occupational stratification on the integration so as to explore the coordinated development between the basic endowment insurance system for urban workers integration and occupational stratification.
