Research On The Construction Of Credit System Of Construction Market In Hainan Province

In recent years, the phenomenon of credit loss has become more and more intense in China, the credit loss phenomenon is not uncommon in the construction market. In the whole process of construction project, the main performance is: poor workmanship,serious project payment default,the "black box operation" in the bidding process,the dismemberment of the construction units, the together-conspired bidding and contacting bidding of the tenderers,signing the "black and white contract",having not complied with the basic construction procedures that is to construct without reporting, the construction units require the builders to carry out the underwritten construction, the builders perform the multi-level contracting, illegal subcontracting or affiliated,borrowing or lending qualifications, builders are in arrears of wages of migrant workers,construction unit does not pay the project on time, use inferior materials and turn out substandard goods or shoddy to result in the low engineering quality, part of the intermediary institutions do not perform their duties and obligations in accordance with the contract and other credit loss behaviors.The causes of the above phenomena are various, which includes: construction market mechanism is still not perfect, the construction market main body credit consciousness is indifferent, public management information sharing mechanism is not established, the cost of dishonesty in the construction enterprises is low, in the construction market, there even exists the "bad money drives out good money"phenomenon. The dishonesty behavior erodes the commercial moral environment and contract spirit in the construction market. In addition to causing confusion in the market trading order, it also brings large number of engineering funds and wages of migrant workers in arrears and other problems and the frequent accidents of quality and safety, it improves the business operating costs and transaction risks, it makes the use efficiency of the whole society resources low, it brings a lot of social instability factors, it also causes the potential social conflicts, and becomes the constraints of the construction industry. So,it is urgent and necessary to speed up the construction of the credit system of the construction market.The basic problem of this paper: the first one is that the phenomenon of dishonesty and its various hazards in the construction market are described in this paper, and the imperative to establish and perfect the credit system of construction market; the second one is that the present situation and existing problems of promoting the construction market credit system in China and Hainan province are discussed respectively; the third one is to sort out the existing research data at home and abroad, and put forward the problems need to be solved in the establishing the perfect market credit system in domestic and Hainan province. This article takes the construction market in Hainan Province as the angle of view, and put forwards measures and suggestions to promote the construction market credit system of Hainan province, and to promote the development of the construction industry in Hainan province from the views of building a service oriented credit government, guiding the construction market main body to enhance the credit consciousness,continuing to promote the perfection of the whole process of supervision information platform of the province's housing construction,playing the role of legislative power of the special zone, speeding up the construction of relevant laws and regulations, helping the administrative departments change the regulatory model,playing the role of industry associations, exploring the implementation of project guarantee system and other aspects.
