| On April 13,2018,General Secretary Xi Jinping solemnly announced that the CPC Central Committee has decided to support Hainanundefineds island-wide free trade pilot zone,support Hainanundefineds gradual exploration,and steadily advance the construction of a free trade port with Chinese characteristics.This is a major decision made by the CPC Central Committee with a view to the overall situation of international and domestic development,and a major measure to show China unde fineds determination to open wider to the outside world and actively promote economic globalization.At present,regarding how to speed up the construction of the Hainan Free Trade pilot Zone and step by step to establish the policy and institutional system of the free trade port in stages,the central government already has a top-level design,academics are making suggestions one after another,and government departments are acting quickly.But overall,Hainan free trade zone(port)construction has not formed a more clear road map and construction drawings.To this end,the author intends to take advantage of the practice of post work in the pilot free trade zone and the opportunity of first-line posting in Hainan,through systematic scientific research regular interdepartmental discussions and exchanges,and the analysis of industry statistics of the practical departments.Based on a great deal of understanding of the present situation and progress of the construction of Hainan Free Trade Zone(Port),the related problems of Hainan Free Trade Zone(Port)are compared and analyzed in depth.Based on this,I wrote this academic paper.This paper consists of five parts:The first part summarizes the current theoretical research.The second part defines the concepts of free trade pilot zone and free trade port,and discusses it based on the new public management theory,seamless government theory and policy experiment theory.The third part retells the strategic planning orientation of Hainan Free Trade Zone(Hong Kong),carefully analyzes the existing core advantages such as independent geographic unit,location,open policy,dominant mechanism and carrying space,and comprehensively sorts out the establishment of the Pilot Free Trade Zone.Work progress in policy systems,pilot projects,business environment optimization,attracting talents,tourism internationalization,etc.,as well as the existence of unreasonable investment structure and small foreign investment,small trade volume and insufficient shipping capacity,total capital flow The problem is small and the overall capacity of financial institutions is insufficient,the internationalization of tourism is insufficient,the turnover of people’s mobile consumption is not high,and the tax incentives are limited and unattractive,and the corresponding reasons are analyzed.The fourth part compares the development rules and successful experiences of international successful free trade zones(ports)such as Hong Kong and Singapore from the two perspectives of the international free trade port and the domestic free trade pilot zone.The pioneering practices of the other 11 free trade pilot zones have gained inspiration for the construction of the Hainan Free Trade Zone(Hong Kong).The fifth part puts forward the countermeasures and Suggestions in seven aspects,namely,to establish freedom to market access as the core of investment system,establish a "within the territory of the commissioner of "as the core of free trade system,establish capital free flow as the core of financial system,and establish a convenient element free flow as the core personnel entry and exit system,the implementation of internationally competitive free trade port of tax measures,implement the omnidirectional and multi-level security risk control measures,strengthening the free trade area in hainan province(port)and the rule of law guarantee system mechanism. |
