Study On Promotion Strategies Of Water Infrastructure Efficiency

With the accelerated progress of urbanization in our country,the problem of resource supply has become an important factor affecting the development of urban economy,water resources as the important factors of production and life provides important guarantee for the urban development.As sustainable development theory and the theory of circular economy,they are widely used in various fields in our country,establishing resource saving economic development mode gets more recognition,improving operational efficiency of the water infrastructure has got scholars' more and more attention.Therefore,through the analysis of the operating condition of water infrastructure,which based on our current country,to find out the practical problems in this operation,like input redundancy,output deficiency,the imbalance of the development between regions.The thesis makes some researches in order to improve the operational efficiency of water infrastructure and provide powerful guarantee to save water resources and promote the healthy development of economy.This study focuses on the operational efficiency of water infrastructure in China,and defines water infrastructure as the infrastructure and drainage infrastructure.Firstly,this study gives a presentation of the research background.Secondly,it not only defines the clear concepts this study involved,but also expounds the theories about public goods applied in the study and the circular economy,which lay the theoretical foundation for further thorough study;Thirdly,this study combines input-output with X-inefficiency to analyze the factors affected the the operational efficiency of water infrastructure,these factors concluding investment factors,human factors,market dynamics,technology innovation,the internal management and so on;Lastly,this study regards the results of existing relevant research as selection of index system,to establish the efficiency evaluation index system of water infrastructure operation combining the requirements of this study,and it evaluates water infrastructure operating condition about China's 30 provinces(autonomous regions and municipalities directly under the central government)by using the super efficiency DEA model,it draws conclusions that the input redundancy and imbalance of the water infrastructure operating efficiency,and the imbalance is present in east and mid and west three parts of china.According to the result of empirical research,from two aspects of direct improvement countermeasures and indirect improvement countermeasures,to propose investment structure optimization,intelligent operation,cooperation and win-win strategic alliance mechanism and strengthen innovation for the development of China's water industry,saving water resources,promoting urbanization development to make a positive contribution.
