Research On PPP Mode Of Ecological Construction Project

Under the traditional mode,due to the constraints of unity of financing channels and the bounded rationality of governance subjects,the majority of government-led ecological construction projects attach more importance to construction while ignoring management,so the problem of low performance of ecological governance is ubiquitous.Therefore,the Ecological Civilization System Reform Plan,which was introduced by the Central People’s Government in 2015,incorporated environmental management and ecological protection market system into the construction of China’s ecological civilization system.Anhui Province also developed the corresponding policy,The implementation of Ecological Civilization System Reform Program(Anhui Fa[2016]No.9)to guide private capital into the field of ecological construction and promote the government and social capital to carry out environmental management and environmental protection affairs together,to explore the implementation plan of PPP mode of Anhui ecological construction.As a new type of investment and financing model,PPP model will be gradually applied in the field of ecological construction,therefore,it is necessary to build a theoretical guidance framework from the perspective of academic research.Based on analyzing the existing literature,the paper summarizes the drawbacks of traditional ecological construction mode,and the connotation of ecological construction mode of PPP is discussed.From the two dimensions of ownership and operation,PPP mode operation paradigms are classified and 7 types of PPP mode operation paradigms in ecological construction field are summed up.After the statistical analysis of the PPP national demonstration project in China,it is found that the BOT mode is generally adopted in the PPP project of ecological construction in China.In BOT mode,setting of the concession period is the key to coordination between the government and the social capital benefits and risks,affecting the of PPP project of ecological construction directly,however,in China,there are significant differences in the concession period setting of the settled PPP project of ecological construction,due to the lack of the system specification on the concession period setting.Therefore,setting method of applying game theory on concession period in BOT mode is discussed.It is concluded that the concession period in which the government and the social capital can equalize the net present value of the whole life cycle of the project is the best concession period,when both the government andsocial capital are very satisfied with the distribution of project benefits,and project performance will therefore achieve the desired value.Finally,based on the results of the game theory demonstration,this paper makes a comparative analysis of the typical case of PPP mode in Anhui Province and puts forward some policy suggestions on the problems showing up in the implementation of PPP mode in Anhui province.
