On account of the citizen ' s constantly increasing demand for infrastructure in terms of quantity and variety,no doubt that it will serve as heavy financial burden for the government if all the cost of the retention of public goods and services comes from government funds.In the meantime,this kind of pattern will decrease the quality and efficiency of public goods and services,the effective supply of which,to a large extent,depends on the construction of infrastructure.To ease the contraction between public's rapidly increasing,constantly changing demand for infrastructure and limited government funds,local government has necessity to solve this problem properly by the means of reforming practice innovation pattern and combining of governmental fund with social funds,namely PPP(Public-Private-Partnership).PPP pattern,one of the major effective ways involving the construction of infrastructure,is favorable to ensuring the success of combination of governmental funds and social funds,forming the new type of financing mechanism,easing the burden of governmental funds,developing new financing channels and perfecting current financing mechanism,thus effectively reforming the government function.From all above,in the prospective of government,we can say that research on the managerial system of PPP pattern in construction of infrastructure is of great significance.This treatise organize the theory and pattern related to PPP which local government applies when constructing public infrastructure,discussing the definition,intention,classification,characteristic and function of PPP,considering the managerial system of PPP pattern in construction of infrastructure by the means of leaning from the experience of some foreign countries and connecting with the domestic current situation,in the prospective of government.According to the results of the research,suggestions on the future development of the managerial system of PPP pattern in construction of infrastructure have been given to the local government which includes the establishment of specialized administrative organization,building new policies,perfecting current mechanism,management of operation and supervision.
