In recent years, infrastructure construction and operation projects have developed a lot in China. The investment in public utilities made by state provides convenience for public. At the same time, as the limited financial, technical and management resources of the government, it is difficult to meet the needs of the fast-growing infrastructure construction. Therefore, Public-Private Partnership, PPP, has become an effective way to solve this problem. Despite the PPP has played a huge role in the infrastructure construction and operation, in the process of the practice, emerge a lot of problems. The ambiguous risk sharing, irrational income distribution issues have always been the most important factors hindered the progress of PPP, even project termination and failure conducted by disputes in the cooperation.On the basis of accessing to relevant literature, the research analyzed the theoretical background of the PPP in depth. Through the general steps of risk management, combined with the characteristics of PPP, it constructed the risk management mechanism of the PPP applied to infrastructure projects. It took the risk allocation of both public and private part as the center. Taking the advantages of the ISM method divided risk hierarchy structure which stakeholders concerned. After using rough set theory to attribute reduction of the risks identified, and gray ideal point method is used in the decision-making of risk-sharing program. Finally, risk sharing built for A nuclear power projects, to develop the project’s risk-sharing program.The research results show that using the ISM method for risk identification can effectively sort out the relationship between the various risk factors. This relationship can help public and private sectors find the impact of each risk factor. Rough Set method can eliminate the indicators which is conducive to the formulation of risk-sharing program. The PPP projects risk allocation mode constructed in this paper can be taken as the general method used for analyzing the PPP risks, which play a role of reference.
