The public transport passenger service has widely social influence and become a huge people’s livelihood project.The bus plays an important part in the public transport passenger system.It is proved that the product oil price subsidy policy carried out under the background of the reform of oil prices in 2009 by the Chinese government,plays an indispensable balancing role as one of the most important,quiet,stabilizers.Fuel subsidies policy not only effectively maintains the stability of the public transportation industry,it also plays an important role in promoting the equal basic public services and making public transportation people’s basic travel more convenient.However,with the development of bus industry and subsidies increase year by year,fuel subsidies work also exposed some problems.For example,the fuel consumption subsidy funds allocation model is "declare—audit" at present,which means the bus running enterprises declare the fuel consumption data,the industry management department audit the data and the allocate the funds according the data.But the bus running enterprises have large subjective capriciousness,the industry management departments are difficult to verify the authenticity and accuracy of enterprise report data due to lack of audit technical,leading to an unfair and unscientific result.Therefore,making a scientific and reasonable subsidy funds allocation model and doing the effect evaluation is crucial,which could realize the refinement and scientific management and promote the public for the healthy and stable development of the auto industry.Though literature review,this paper introduces the formation mechanism of bus fuel consumption subsidy policy,summarizes and analyzes the existing subsidy system and methods,emphasis on public transport fuel consumption subsidies to the existing problems,improvement method and the principle to solve the problem.The influence factors of vehicle fuel consumption and the factors based on the quota calculation according to certain principles is analyzed,designing technology frame system of urban passenger transportation fuel consumption quota subsidy,further studying the region classification,motorcycle type classification method,the quota calculation method and related correction coefficient.At last,based on the sample data,the fuel consumption quota is carried out by regression,calibration and demonstration,and the effect of the quota subsidy is evaluated by using the data of 2015 annual urban passenger transportation product oil price subsidy.
