Under The Background Of Free Trade Zone Between China And Russia Heilongjiang Financial Efficiency Evaluation And Improve Countermeasure Research

Heilongjiang province is located in the sino-russian border,with Russia developing economic and trade cooperation has a unique range and advantages.China and Russia are strategic partnership of coordination,Russia and China are the brics countries,is very important in the international political arena together.Due to the geographical location advantages of heilongjiang,heilongjiang province to Russia trade in our country has an important position.China economic belt silk road with Russia Eurasian economic union dock construction is the basis of a strategic height to deepen pragmatic cooperation,it will make the china-russia relations entered a new stage,will be longjiang sea silk road economic belt into a new engine to promote economic and social development in heilongjiang province,heilongjiang province should seize the heilongjiang economic belt sea silk road of the construction of the strong opportunity,vigorously develop economic and trade cooperation with Russia,the endogenous driving force of the development of the economy is in a region,and how the evaluation of regional development depends on its financial efficiency.In this article,through defining the efficiency theory,the connotation of financial efficiency,selected the three batch of fta in 11 provinces and cities as well as the data from 2006-2015 in heilongjiang province,to Shanghai,fujian,guangdong,tianjin,liaoning,zhejiang,henan,hubei,chongqing,sichuan,shaanxi,heilongjiang panel data of 12 cities,through the establishment of financial support system efficiency,selection of financial efficiency evaluation index,the evaluation of the efficiency of the process,with the first,second,third batch of contrast in the free trade area financial efficiency and financial efficiency of heilongjiang province has carried on the estimate,it is concluded that the economic efficiency of heilongjiang province decline year by year.At the same time,this paper compared the forefront of the dynamic stochastic frontier analysis method for the dynamic measurement research was conducted on the 12 cities and comparison,it is concluded that:the first,second and third batch of fta is reproducible,it should be based on shaanxi free trade zone,to further speed up the construction of surrounding to Harbin city as the center,mudanjiang,jiamusi,heihe port based on the free trade zone between China and Russia,heilongjiang province by djustment of industrial policy,support supply-side structural reform,improve the financial market system,main body of financial innovation is diversified to seek financial efficiency,the transformation of the mode of economic growth and in heilongjiang to promote the efficiency of the financial countermeasures to improve the quality.For the construction of free trade zone between China and Russia,promote suifenhe roubles using pilot provides a good theoretical support.Taian database data mainly comes from heilongjiang statistical yearbook,countries,China's national bureau of statistics and Chinese business yearbook,etc.Based on c-d production function,the use of Frontier 4.1 statistics software to three batch of free trade area and the financial efficiency of heilongjiang province were analyzed.The results show that the heilongjiang province needs to improve financial efficiency,continue to improve for the next batch of free trade zone list.For heilongjiang province to Russia economy and trade,promote the economic and financial development in heilongjiang province has an important theoretical and practical significance.
