Policy Research On Economic Development Of Greater Khingan Range Forest Region

Forestry is not only a commonweal undertaking of ecological environment construction,but an important basic industry of national economy.Besides,it plays an irreplaceable role in promoting national green development and satisfying the diversified needs of the society.Forest industry has three major benefits of ecology,economy and society,serving as an important embodiment of forestry realizing the green and people-benefiting development.The 18th Party Congress has made clear the future direction of forestry work and put forward new and higher requirements for forestry development.In order to promote the sound and rapid development of forest industry in the whole region,the State Forestry Administration in March 2017 issued Forestry Development Thirteen Five Plan and Inner Mongolia Forestry Development Thirteen Five Plan.Daxinganling is one of the key state-owned forest areas in China,and as a typical forestry resource-oriented area,beset by the low level and various problems of economic and social development,despite of having rich resources.These problems have become more prominent with the implementation of natural forest protection projects.Therefore,how to speed up the economic development and reform of the forest region while laying emphasis on the issues of education,social security and social management is an important problem to be solved for the realization of building Daxinganling forest region into a modern one.In the study on the policies of Daxinganling forest region economic development,this dissertation takes regional economy theory,policy incentives theory and sustainable development theory as theoretical basis and defines the relevant basic concepts of forest region economy.Besides,using the analysis methods of literature research and reference to foreign and domestic experiences,this dissertation elaborates the basic information of Daxinganling forest region economy,analyzes the new position of forest region,and clarifies the role and influence of forest economy in public policy decision-making.Combining with the policy environment of Daxinganling forest region economy,it also summarizes the problems faced by it of insufficient supportive policies,lack of incentive of fiscal and taxation policies,imperfect financial supervision system and poor incentive effect of talents policies,and reveals the causes of the problems from four aspects,namely poor executive force of government,insufficient preferential tax policies,inactive business operation of financial institutes and imperfect policies for relevant talents.On the basis of analyzing and summarizing the experiences from Russia,the United States and Canada and the experiences from Yili and Nanchang in China,countermeasures and suggestions are proposed on the policies of Daxinganling forest region economy,such as.perfecting forest region industry support policies,giving full play to the incentive of fiscal and taxation policies,uplifting tax preferential margin,enhancing financial support policies for forest region and improving diversified financing mechanism of forest region.
