A Research On The Role Definition Of Government In The Utilization Of The PPP Model In Infrastructure Sector

Although the infrastructure plays an inclusive role,its huge capital demand and high initial investment costs become a major flaw in the construction of infrastructure.In the preparation of infrastructure,governments are faced with lack of funds.As a new mechanism for the supply combination of public service between government and society capital,the supply of the PPP model is indeed an objective provision of public services,particularly the relatively large scale of investment in infrastructure,and provides a new financing model.PPP model is not only a financing model,but also plays its great role.First,PPP model is the most important activity that can stimulate the market,and accelerate the promotion of the transformation of government functions.Secondly,with the help of technology and market competitive advantage,the government will improve the supply of good quality and efficiency of public services.Finally,by giving more interests to the private sectors,the government will increase the supply quantity of public services;provide more choices for different consumer groups,to achieve the government,social capital and the public tripartite win-win situation.Since China is currently still in the exploratory stage,the government still faces many problems both in role-playing,and in working positions.First identity staggered,so it is difficult to dispute the admissibility;secondly,the executive level of government and the division of power management is not clear,and it is hard to coordinate management.It led to some questions,for example,the conflicting role between participation and regulatory,and so on.Based on the above findings and problems,combined with China’s national conditions,this paper is proposed to explore the path of the role of government from three functional points of views and provides theoretical basis and basis for the transformation and rational positioning of government functions in PPP mode in China’s infrastructure.The practical significance of this study is to improve the success rate of PPP model in infrastructure.We will promote the change of government functions in infrastructure and improve the level of infrastructure supply.Theoretical implications:helps to enrich the PPP model in the infrastructure sector;It provides some theoretical reference for the role of rational government in the PPP mode in China’s infrastructure.This paper presents some innovation in the following two aspects: first,the innovation in the Angle of study.As a research point of view,the paper embodies theinnovation.Second,the innovation in content.This paper examines the Chinese government in infrastructure urgency and difficulty of the functional change of the PPP mode,draw lessons from foreign government role in infrastructure PPP mode,put forward the rational path exploration of government role,in content reflects the certain innovation.
