Empirical Research On Rural E-commerce Development Level Index System Based On Catastrophe Progression Method

In recent years,although rural e-commerce has become a hot topic in academic research,the research on the development of rural e-commerce is still relatively weak and still in the exploratory stage.In general,the current measurement research on the rural e-commerce development is divided into two aspects,one is to establish rural e-commerce development evaluation index system,and the other is based on the establishment of the index system,evaluating the indicators by all kinds of evaluation methods and doing empirical research on rural e-commerce development level of China or a specific region.While,China's relevant agencies haven't established a complete index system index system to evaluate the development of rural e-commerce.So from the theoretical point of view,the rural e-commerce development evaluation system has a very large research value and research potential,from the practical sense,it is essential to establish rural e-commerce development evaluation index system and calculate the development of rural e-commerce index through scientific methods,which benefits government agencies in promoting the implementation of e-commerce into the rural areas and assess the effect of rural e-commerce.This paper first defines the meaning of rural e-commerce,and then introduces the theoretical and mathematical methods,including innovation diffusion theory,catastrophe progression method and principal component analysis.Secondly,taking OECD e-commerce performance evaluation system as the framework of this paper's index system,based on previous research results,simultaneously considering the present situation and characteristics of rural e-commerce development in China,this paper constructs a rural e-commerce development level index system from three aspects,including readiness,intensity and impact.In general,the evaluation index system of rural e-commerce development includes three first-level indicators,nine second-level indicators and 26 third-level indicators.The index system can be used for horizontal or vertical comparison of a region or the country's rural e-commerce development level.Finally,this paper carries out empirical research on 14 provinces'(autonomous regions')development level of rural e-commerce in China.By using catastrophe progression method to calculate the readiness,intensity and impact values of rural e-commerce,this paper gets a combined development index of China's rural e-commerce.The results show that the development level of rural e-commerce in Zhejiang province is the highest,the second echelon includes Guangdong,Jiangsu and Hebei,the third echelon includes Shandong,Fujian,Henan,the fourth echelon covers Heilongjiang,Hunan,Anhui,Jiangxi,and the fifth echelon covers Jilin,Inner Mongolia,Liaoning.Then this paper analyzes the overall level,the readiness,intensity and impact of rural e-commerce development respectively,and puts forward the corresponding strategy according to the analyzed results.
