Strategic management can be defined as the management method which proposes long-range view and make sure the target can impliment wholly and instructively,it's not only art but also science of cross-functional decisions which is formulation.With the rapid development of China's economic and social and the step by step implementation of the "The 13thFive-Year planning",the social public pay more attention to constantly improvement of security and service of civil aviation industry.Under the background of the CPC central committee and the State Council's "revitalization of the northeast old industrial base",Civil Aviation Administration's "civil aviation power" strategic,as the gateway door and image window of Jilin province,Changchun Longjia international airport needs to rational utilization of the macro-environment,industry environment,takes the opportunities and faces the threatens,formulate and implement the correct development strategy.Since the opening on August 27,2005,Changchun Longjia international airport has a rapid growth of passenger throughput by 17.2% a year compound growth rate.Study on the development strategy of Changchun Longjia international airport,has a practical significance to promote the development of civil aviation industry of Jilin province.In this paper,combined with the actual situation of Changchun Longjia international airport,put forward the development strategy,strategy implementation and safeguard measures.Hope it can help civil transport airports on the practice of operating management.Firstly this paper systematic expounded the research background and significance,content and methods.Also it reviewed related strategic management literature and theories,introduced civil transport airports and the current situation of Changchun Longjia international airport,pointed out troubles existing in the development and the causes of those trouble.This paper apply PEST analysis,professor Porter “Five-Forces Model” and SWOT analysis method,analyzed the macro-environment of Changchun Longjia international airport,industrial environment,internal strength and weakness and opportunities and challenges the enterprise faced.On the bases of research and analysis,this paper put forward the strategic purpose of Changchun Longjia international airport of "become northeast Asia regional hub airport,the opening window of Jilin province to the outside world and economic development platform,airport company which is developing in both aviation business and non-aviation business." Also determine the two period development goals of near-term and long-term.When determining the intensive development strategy,points out the competitive strategy should be synchronous implementation.In order to ensure the implementation of the development strategy of Changchun Longjia international airport,determine methods as organization reform,organization management function reform,also strengthen market exploring and promote efficiency of human resources.In addition,five aspects of safeguard measures has been proposed,they are as follow: To seek policy support,the airport infrastructure construction,improve the aviation network planning,and cooperated development with base airlines,docking ground comprehensive transportation system and so on.
