China’s economy has been growing rapidly over the past 30 years and the economic strength has been increasing year by year.However,in recent years,the rate of GDP growth slowed significantly.In the process of economic development in our country,we still need to face a series of social and economic problems,such as serious imbalance in regional economic development,unfair income distribution,a significant increase in the gap between the poor and the rich,which hinder efficiency and fairness of our country.Among them,the imbalance of regional economic development has gradually become the main features of the new normal of Chinese economy and the shackles of harmonious development.Under the new normal of Chinese economy,the important factors that lead to the rapid growth of China’s economy and the discrepancies of regional economic growth have been transformed from a large amount of labor and material capital to the progress of science and technology.The structure of the factors of economic development has undergone tremendous changes,take more emphasis on the important role of technological progress to economic growth,knowledge economy has gradually become the main social and economic issue.Therefore,on the basis of the important role of capital and manpower in economic growth,the research on the contribution rate of regional technological progress to economic growth has an important role in the economic development model reform and the government’s formation and deepening of technological reform.With the help of economic growth theory,this paper analyzes the important determinants of economic growth.Secondly,according to the model,the method of calculating the contribution rate of input factors to the economic growth,and based on the provincial panel data of 2004-2012,calculate the contribution rate of provincial input factors and the contribution rate of technological progress.Based on the analysis of the differences,using the method of cluster analysis to divide the whole provinces,we get five categories,the first category is Shanghai;the second is consist of Zhejiang Province,Hainan Province,the Xinjiang Uygur Autonomous Region,Beijing City,Jiangsu Province,Guizhou Province,Tianjin City,Fujian Province,Heilongjiang Province,Guangdong Province,Jiangxi Province,Shandong Province,Anhui Province,Hubei Province,Shaanxi Province,Qinghai Province,and Hunan province;the third is consist of Yunnan province,the Ningxia Hui Autonomous Region,the Inner Mongolia Autonomous Region Province,Hebei Province,Liaoning Province,and Gansu province;the fourth is consist of Jilin Province,Henan Province,Shanxi Province,the Guangxi Zhuang Autonomous Region,and Tibet autonomous region;and the fifth is Sichuan province(including Chongqing city).After the use of the national area division method proposed in this paper,after the simple combination of the above classification methods,take the formation of the three regions which is named the area of leading technology,the area of middle technology and the area of backward technology.The convergence of regional economic growth is analyzed,which is the σ convergence and β convergence,than we can get the obvious trend of economic convergence between the provinces and cities in China from 2004 to 2012,Shanghai will be classified into second categories,and the trend of technology convergence in the region is also obvious,but the other two regions showing divergent trend.In a word,the regional division method in this paper can objectively reflect the discrepancies between the contribution rate of input factors and the contribution rate of technological progress,it can be seen that the convergence of regional economic growth is also very different.The degree of economic development and the convergence of economic growth are the important factors which lead to the imbalance of economic development.Therefore,from a long-term point of view,this paper argues that the central government should strengthen the development of balanced regional development strategy,reduce blind destination support of the geographical division,focus on backward areas,and give them some relevant policy support;Governments at all levels should actively promote the development of regional transformation path,constantly improve their levels of scientific and technological development,find the high speed economic growth path;At the same time,the country should promote regional economic and technical cooperation within the region and strengthen the interaction between the regions,only by this way we can effectively narrow the discrepancies in regional economic development,to achieve a high level of steady growth in the country.
