Research On PPP Infrastructure Project Partner Selection And Assessment

With the rapid development of China's economy,the demand for investment in urban infrastructure construction is increasing.The construction of large infrastructure such as roads,railways and large venues needs a large amount of money.The traditional mode of simply relying on Government finances is apparently unable to fully meet the current investment needs.With The emergence of a new mode of financing named PPP(Public-Private Partnership),The government public sector and private enterprise can realize the complementary advantages and risk-sharing,and use the social capital and the private enterprise's advanced technology and management experience,and ultimately enhance the The efficiency of project construction,the service.So far,the domestic and foreign research on Application of PPP model are concentrated on model applicability,investment environment,economic viability,risk sharing and management,financing and financial,legal and system construction and other fields,but there are only a few researchesabout the private sector partner selection.The research methods which are in a few research articles are AHP,fuzzy comprehensive evaluation method,and othercommon methods.Although the solution to the problem is feasible,but calculating of evaluation method is complex,evaluation resultswill be Subjective.In view of previous research,this paper proposes a new PPP infrastructure project partner selection scheme,the scheme can effectively select suitable partners,and provide some reference for the research of partner of choice ininfrastructure projects under the mode of PPP.The research of the infrastructure project partner selection based on PPP mode,the first of all,in the paper,the researchon PPP model at home and abroad are summarized and described,and analyzed the related concepts and PPP infrastructure project partners,and introduces the PPP mode in infrastructure advantages.Then,the influence factors of partner selection are made careful analysis,and that the influence factors can be divided into five aspects,respectively: financial ability,technical ability,management ability,experience and performance,social reputation.Finally,through the analysis of the five factors,The required indicators are selected,in order to further establish the corresponding index system,using the catastrophe progression method of evaluation,and the use of case analysis,effectiveness of the four enterprises as an example to verify the evaluation method.Keywords: infrastructure PPP mode partnersmutation progression method.
