A Evaluation System For Government Venture Capital Fund

Venture Capital Guiding Fund is established by the government,in order to encourage social capital to invest in the start-ups.It's known as "The Policy Fund".As far as now,Venture Capital Guiding Fund develops very fast in our country,both in the number of funds and in the amount of the capital.In order to ensure the efficiency of the use of financial funds and to maximize the role of the guiding fund,we must make a scientific and reasonable management and assessment program.The goal of this paper is to design a set of evaluation scheme based on the current situation of China.The research ideas of this paper are as follows:The first chapter introduces the background and significance of the research,combs the relevant research results at home and abroad,and then puts forward the research contents,goals and methods of this paper.The second chapter mainly introduces the relevant theoretical basis and defines the related concepts.The third chapter reviews the development course of China's Venture Capital Government Guiding Fund,introduces the development status,the operation mode,the new changes and the existing problems.The fourth chapter summarizes the performance of evaluation index system of the typical venture capital,and to find some experience that we can learn from.The fifth chapter uses the analytic hierarchy process and the comprehensive fuzzy evaluation method to design the performance evaluation scheme of the guiding fund.The sixth chapter is to use the scheme designed in Chapter 5 to evaluate the performance the Venture Capital Guiding Fund of Ningbo City.The seventh chapter is to summarize the research results of this paper,and put forward policy recommendations.The research results of this paper are as follows:(1)we designed a complete performance evaluation scheme of China's Venture Capital Guiding Fund.The scheme includes two parts:the index system construction and the index evaluation.The index system includes policy objectives,economic objectives,management objectives of the first-level indicators,and then gradually extended down eight second level indicators and nineteen third level indicators.And then we use the analytic hierarchy process to calculate the weight of each index.Index evaluation is mainly to transform index scores into data that we need,and then combined with the weight of the index to calculate performance score.(2)We take the Venture Capital Guiding Fund of Ningbo City as an example,the conclusion is that:performance of management objectives is unsatisfactory,but the performance of economic objectives is better,the performance of policy objectives is not bad.
