The present situation is the increasing number of small and medium-sized enterprises,the financing demand is also growing,to join the security agencies,to some extent alleviate the financing problems of SMEs,but from the actual situation,the cooperation between the two sides is still in the primary stage,some Guarantee Corporation is more like a means of commercial bank risk the original Silver Bear cooperation model has not meet the demand of the market.Only commercial banks and Guarantee Corporation to really establish a long-term cooperative relationship between risk sharing,benefit sharing ",we can make contributions to the society the corresponding growth in helping small and medium enterprises in the process.In this paper,based on reading the literature,from the theory of asymmetric information,risk dispersion and three point shift theory and transaction cost theory,a detailed analysis of the theoretical basis of Silver Bear cooperation;and starting from the practice,discusses the commercial banks and Guarantee Corporation from the three main modes of cooperation,cooperation mechanism,risk sharing mode that applies to objects,compare the cost of business through the status quo perspective;cooperation mode of application and effectiveness of commercial banks and Guarantee Corporation,analyzes the existing problems and the necessity of innovation.Launched in Anhui Province in the innovation practice of the "4321" Silver Bear cooperation mode as an example,using the method of comparative analysis of the characteristics of the pattern,can solve the problem,and its promotion value,finally discusses the innovation cooperation mode of commercial banks and Guarantee Corporation,the main methods and innovative measures.
