China will take steps to deepen structural reform of the pension system for employees of Party and government offices and public institutions.It is emphasized in the NO.2 State Council Document,which was issued in 2015,that we will improve their pay systems,and make policies weighted toward benefiting government and Party employees at the community level.In China,the pension follows a dual system which was established in 1955.The pensions for those who worked within the system-for the government and public institutions-and out of the system,including those working for companies,are very different.The dual pension system,which has caused strong dissatisfaction among all walks of life,is no longer adapt to the economic and social development.Pilot programs on reforming the dual system of pension have been conducted in some cities,and varies policies have been issued by local governments.However the outcome is not satisfactory due to the complicated situation.We have faced more difficulties and challenges than anticipated in the reform over the last year.In order to propose reasonable advices for how to building a multi-level and sustainable pension mechanism in Tianjin,this thesis draws from the experience of countries abroad,analyze the existing problems faced with the reform,discuss the deciding of the standards of the occupational pension and insurance schemes,summarize the rules and experiences of a specific case in northeast China.
