The Researches On Countermeasures Of Accelerating Small And Micro Enterprises’ Development Under The Background Of "One Help And Two Promote" Activities

Playing a strategic role in every country’s economic development,Small and Micro Enterprises(SMEs)are important parts of China’s national economy.SMEs play a more prominent and significant role in China,the largest developing country in the world.In China,SMEs account for over 95%of the total number of Chinese enterprises.They offer half of the employment opportunities in China.It’s important and strategic to strongly develop SMEs,which could promote China’s economic growth energy and sustainable development,increase the employment opportunities,maintain social harmony and stability as well as construct an innovative country.However,SMEs have exposed some problems in their development.The outstanding problems such as unreasonable industrial structure,heavy tax burden,lack of competitiveness and hindered financing channel have prevented SMEs from sustainable development in varying degrees.In view of the realistic difficulties SMEs are confronted with,both developed and developing countries pay great attention to supporting SMEs.All governments have taken policy measures to invigorate SMEs.Supporting the healthy development of SMEs is Chinese governments’ key task in recent years.SMEs’"Golden period" comes after the implementation of a series of policy on finance,financing,cutting down administrative charges,etc.Although there are many policies concerning SMEs,the researches on these policies’ effect are few.Thus the author hopes to do some researches on it in order to fill the gap.Based on the analysis of Tianjin SMEs’ current situation,features and problems,this paper mainly studies the national and Tianjin’s supporting policies on SMEs and their effects and proposes improving suggestions in the light of these shortcomings.The paper mainly includes the following aspects.First of all,the paper hackles relative theories and literatures to expound the rationality of SMEs,the importance of developing SMEs and the necessity of government’s support.Secondly,the paper analyzes SMEs current situation in Tianjin and their features,find out the deficiencies in their development and the deep reasons.Thirdly,the paper introduces the national policies and Tianjin’s special policies against the background of "One Help&Two Promote" activities,and then analyzes the defects in them and their effects on SMEs.Finally,drawing lessons from other countries and areas’ advanced experience of supporting SMEs,the paper supplies advises from three aspects:improving SMEs’ finance policy and financial supporting policy as well as improving the development environment.
