Research On The Incentive Between The Owner And The Designer Based On Prospect Theory And Game

Power construction project is a systems engineering which needs number of participators work together,therefore,the control of cost relates with numerous roles.The design phase is the beginning of construction project,can the owner control the cost reasonably and effectively in this stage determines the cost control of the whole project.Under the charging mode of design in China,the designer has no willing to optimize design scheme and reduce design budgetary estimate,the management mode between the owner to the designer needed to be innovated.Establish the incentive mechanism to optimize the game relation and build the win-win results between the owner and design contractor is key work to control the cost in the power construction project at the present stage.By widely reading,searching and analyzing paper about incentive theory at home and abroad,this paper points out the current incentive theory which is established on the assumption of a "rational man" cannot solve problem correctly.To solve the problem,this paper proposes to use psychology knowledge which is named prospect theory to improve the existing incentive mechanism.Finally,this paper builds the incentive model from the owner to the designer and put forward the application to the terms of the contract which can guide engineering practice.On the basis of related theory research,this paper design three stages to build the incentive model between the owner with the designer,which are bidding stage,design stage and construction stage.Design progress index,design quality index,economic and reasonable index make up the indexes of design stage.Similarly,Design changes index and design services index have been set to form the indexes of construction stage.By using prospect theory,this paper converts the rewards and punishment of each index to the gain and loss of utility in psychology.Based on the utility,this paper studies the incentive mechanism from the owner to the designer,then builds the incentive model which fits the psychological expectations of both sides.And according to the research,this paper verifies the incentives model can help the owner chooses the better designer in bidding stage.At last,this paper collected the history data of 110 kV substation projects in recent years.By using the method of mathematical statistics,this paper analyses the sample data and concludes the probability of the sample data frequency chart and cumulative probability curve,then combines with the common cost and incentive mode which are used in the State grid corporation present,reaches the incentive coefficient of economic and reasonable index.For design changes index and design service index,this paper uses the cumulative prospect value and genetic algorithm in MATLAB toolbox to reach the incentive coefficient.Finally,this paper designs the terms of the contract to make the results more practical.
