The Study On Operation Performance Audit Of Public Bicycle In Lanzhou City

With the acceleration of urban motorization,traffic congestion,environmental pollution,noise pollution,energy consumption and other issues have become increasingly prominent,it is seriously restricting the development of cities.The Government advocated with low emissions,low energy consumption,low pollution as the goal of low-carbon Economic traffic.Public bicycles is an integral part to build the urban sustainable transport system with the characteristics of zero pollution,zero emissions,small footprint and other.At the same time,public bicycles has obviously advantage in the short distance travel.The study of public bicycle projects can provide suggestions for public bicycle projects about further development and improvement and alleviating urban traffic pressure.The majority of domestic and foreign scholars do the research on the problems analysis of public bicycle project,the impact of the behavior choices,the construction of public bicycle system,and rarely do the research on the performance audit,comprehensive and systematic needs to be improve.Based on the research and analysis of public bicycle project,combined with the influencing factors of public bicycle project operation,this paper chooses appropriate research method,sum up the actual situation of Lanzhou public bicycle project operation and do the performance audit.Lanzhou City public bicycle project started operation in June 2014,is one of the important initiatives of the "Remission traffic,control pollution" project in Lanzhou City.This project get the public praise since the trial period,but there also have issues of the unbalance leasing points,the man-made damage and other.Under these circumstances,the problems of how to operation the public bicycle in Lanzhou City,what factor and issues should consider in the future development aroused people's attention.Therefore,this article selected Lanzhou City public bicycle project as the main research object,audit the performance of the project after its operation.On the basis of the previous scholar' research on public bicycle project and performance audit,this paper combines the four aspects of government performance,environmental benefit,social benefit and economic benefit as the main research content of Lanzhou public bicycle project.Through the questionnaire survey and other methods to analyze the operation performance and result to identify problems of the project to evaluate the performance of the project,provide reasonable suggests for the future development of Lanzhou City public bicycle project combined with the development needs.Through the research,I hope this paper could make some assists to the improvement and future development of Lanzhou public bicycle project.
