Study On Financing Problem Of Water Environment Construction In Nanning City

Water resources are the material basis for human survival and social development.The urban water environment infrastructure is indispensable for the national economy and social development.The government should implement the strategy of sustainable development of the urban water environment infrastructure for scientific construction,water resources for reasonable maintenance and configuration.In the process of economic reform,China's urban water environment construction investment and financing mechanisms and policies have gradually changed,but has been in the water environment construction has been the problem of insufficient investment.In this paper,Nanning City water environment construction project financing as the research object,the comprehensive use of the relevant theoretical knowledge and empirical results,the water resources construction projects in Nanning City,the sustainable development of the evaluation,one by one analysis of the government budget,,Self-financing,public-private financing and other financing channels in the construction of urban water environment in the characteristics and role,focusing on the government in the city water environment construction should bear what role and the government budget operation mechanism.This paper makes an objective evaluation of the financing of water environment projects in Nanning from the aspects of financing channels,total investment funds and investment structure,and analyzes the proportion and function of government finance,enterprise investment and other social capital in water environment projects.The current problem of water conservancy construction financing in Nanning.In this paper,the current lack of investment in water environment construction and inefficiency in Nanning is mainly related to the financing methods adopted by the current government.In addition,there are imperfect investment and financing systems for water environment projects,and the water environment project pricing mechanism is not Mature,the level of operation and management is not high,water environmental protection related laws are not perfect.For the existence of these problems,this paper analyzes the causes of the problems,puts forward relevant scientific and effective policy suggestions,and further puts forward the financing methods which should be given priority in the water environment construction project of Nanning,and how to perfect Water environment construction investment and financing system and water environment project pricing mechanism,improve the urban water environment infrastructure financing capacity,dredge the existing investment channels,open up new sources of funding made recommendations.
