Collaborative Governance Under The Perspective Of Zhanjiang Social Insurance Audit Dilemma And Countermeasures Research

Social insurance audit is a key link in the social insurance system.Although the audit system of our social security reform is gradually improving,but there are still some problems:unreasonable institutions regulatory overlap,administrative process susceptible to interference and lack of independence of law enforcement and other issues.Zhanjiang is located in the southwest of Guangdong Province,the economic conditions are relatively underdeveloped in the Pearl River Delta region,and there are a series of practical problems in the audit of social insurance agencies.Based on this,this paper chooses Zhanjiang city as an example to study the social security audit dilemma,.This paper aims to analyze the basic situation,achievements,problems and Countermeasures of social security audit in Zhanjiang by means of a series of field research.First of all,this paper defines the main concepts and theories of social security audit and coordination management,and then discusses the current situation of social security audit work in Zhanjiang,the difficulties and the causes of the problems.The research shows that Zhanjiang city audit management has the following difficulties:omission concealed payment,potentially fraudulent behavior occurs;Information Exchange Limited,the auditing of social insurance is difficult;the audit of social insurance costs are high,insufficient fiscal expenditure;the related problems of internal auditing and supervision of complex objects and agencies;finally,according to the theory based on "theory the model of CO governance,combined with the reality of Zhanjiang's social security audit,puts forward the countermeasures to solve the problems from two aspects of internal control measures of administrative measures and external agencies.
