Problems And Countermeasures Of Village-level Financial Management In Zhanjiang City

The report of the 19 th National Congress clearly stated that it is necessary to implement the strategy of rural revitalization.It points out that the issue of agriculture and rural peasants is a fundamental issue concerning the international people’s livelihood.It is imperative to always solve the problem of ’three rural issues’ as the top priority of the party’s work.All along,the Party Central Committee has attached great importance to the issue of “agriculture,rural areas and farmers”,while rural financial problems are hot issues affecting the interests of villagers.They are an important cornerstone in the development of rural economy and are related to the overall situation of rural harmony and stability.With the strengthening of rural economic strength,the difficulty of village-level financial management will also increase.How to improve the village-level financial management model will not only help to ensure the rational distribution and use of villagers’ resources,but also help to ensure the value-added of rural collective assets.It is also the need to stabilize rural economic development.Since the Ministry of Agriculture launched the pilot work on the standardization of rural collective financial management in2004,rural financial management has seen many attempts and innovations in the past common village financial management model,which has changed the original village account confusion and undisclosed.phenomenon.China’s rural financial management level has improved under the leadership of the Party Central Committee,but with the development of new rural construction,there are still some problems in practice.According to the author’s investigation,the current village-level financial management in Zhanjiang City is a “ village account generation management ” model,which has improved compared with the previous village account management model.However,due to the weak foundation of some rural financial management,it is in financial management.There are still problems such as poor financial disclosure,inadequate financial systems,and lack of financial supervision.In order to improve the village-level financial management level of Zhanjiang City and improve the village-level financial management mode in rural areas,this paper will analyze the problems arising in the financial management of Zhanjiang City and propose solutions.This article consists of seven parts.Firstly,the research background and research purposes of this paper are summarized,and the related concepts and theoretical foundations are emphasized.The corresponding paving work is done for the following.Secondly,the current situation of village-level management in Zhanjiang City and the analysis of cases are described.The problems existing in the village-level financial management of Zhanjiang City are expounded,the reasons behind it are analyzed,and the domestic and foreign experiences are used for reference.Finally,according to the village-level financial management problems in Zhanjiang City,corresponding countermeasures and suggestions are put forward from various angles.Through questionnaires and field visits,the author learned that the villagers do not care about the financial situation of the village,and they will not actively take the initiative to understand.The mass supervision can not be implemented well,and the village-level financial disclosure work is not standardized,and the financial supervision work is not A series of questions in place.In order to solve this series of problems,we must start from the system.Municipal and township(township)governments must strictly implement the system to improve the level of village-level financial management.In addition,the government should also closely use the "three-in-one" governance system,attach great importance to rural financial management,and truly achieve village self-government.
