So far,there is fruitful achievement about the comprehensive evaluation method research.However,diversity of analysis perspective,difference of method principle,subjectivity of valuator's judgment,the results of different method are inconsistent.In order to resolve this problem,the combined evaluation method has become the focus of researcher's attention.Firstly,the paper makes a comprehensive review of combined evaluation methods to lay the foundation of developing a new combined evaluation method.Secondly,considering the specificity of the combined evaluation method and the assessment data is two-dimensional and is not well distributed,A new combined weighted operator is proposed,ie CW operator.This new method can consider the homogeneity and heterogeneity character of single evaluation method.On the base of hierarchical clustering it can be wice-weighted which is conducive to get robust result.Thirdly,the new CW method is applied in the performance evaluation of 16 commercial banks in 2015,and the final result is calculated through combining the 7 evaluation value of simple linear weighted method,grey correlation method,entropy method,topsis method,improved topsis method,fuzzy comprehensive evaluation method and principal component analysis method.Finally,its stability is analysed in the viewpoint of method number and object number respestively.Furthermore,stability comparision is made between CW combined evaluation method and mean value method,the result shows that CW combined evaluation method is more stable than mean value method.
