Research On The Problems And Countermeasures In The Operation Of Shanghai Science And Technology Financial Comprehensive Service Platform

Science and technology is the first productivity.Finance is the vital part of modern economy.Science and technology and finance are effective driving forces of modern economic growth.Their combination is an important engine for the implementation of independent innovation strategy and the key to improve the quality and speed of economic operation.At present,Sci-tech finance has been highly recognized by the central and local governments.The Eighteenth National Congress of the CPC points it's important to increase the investment of science and technology and to improve the capability of independent innovation.The fifth Plenary Session of the 18 th CPC Central Committee points five concepts for development and puts innovation in the first place.Sci-tech finance promotes mutual promotion of finance and technology.Financial bodies provide financial services to innovators to realize the industrialization of science and technology innovation and develop science and technology enterprises.Shanghai as China's financial center city has the conditions and abilities to promote the prosperity of domestic Sci-tech finance,and shanghai is the core region of developing China's global technological innovation center.At present,Shanghai has set up a financial services system including policies,products,intermediaries,information services.Although the Sci-tech finance in Shanghai has some foundations,the overall is still weak.The combination of Sci-tech and finance is insufficient.Sci-tech finance system and platform are not perfect.The development of science and technology capital market is slow.Some high-tech small and medium sized technology enterprises have financing problems.To form a diversified characteristics zone of Shanghai with multi-level,multi-channel technology investment and financing system,we need to study the platform to promote the development of Sci-tech finance in Shanghai and take active practice.This paper starts with some theoretical analysis about the main theories of Sci-tech finance and the operation mechanism of Sci-tech financial service platform.Next,this paper chose Shanghai Sci-tech finance comprehensive service platform as the research object.This paper analyzes the construction structure,the development status and the operation achievements of the platform and put forward main problems according to the current development situation.After analysis,this paper finds that information service platform and expert service platform have achieved remarkable results,but Investment and financing platform and intermediary service platform have yet to be further developed.Then,this paper summarizes the general principles of the construction of Sci-tech financial service platform refer to the domestic and foreign typical areas of Sci-tech financial service platform development advantages.Finally,according to the current development situation of the platform and the experience of typical regional platforms,this paper puts forward some suggestions to improve the comprehensive service platform.The innovation points of this paper are as follows.Firstly,most of the researches on Sci-tech finance are based on enterprises and commercial banks.This paper is based on the characteristics and components of regional Sci-tech financial platform.Besides that,this paper refers to previous research about construction principle of sci-tech financial service platform and the features of Shanghai argues that information service platform is the foundation,investment and financing platform is the main body,intermediary services and expert services platforms play auxiliary roles in Shanghai Sci-tech financial comprehensive service platform.And this paper divides the comprehensive service platform into specific platforms to analyze the achievements and problems.The research of this paper will help to optimize the function of Shanghai Sci-tech financial comprehensive service platform,understand the key elements of constructing the platform and the way of Sci-tech financial service industry development.At the same time,this paper will provide experience to the second batch of pilot cities to promote the establishment of Sci-tech financial service platform in different regions of China and accelerate the construction of Shanghai science and technology innovation center.
