| With the further enhance political trust between China and Russia, as well as the substantial growth in economic development on both sides expected, the Sino Russian cooperation has entered a "honeymoon period",This provided a good background condition between Harbin customs and the Russian Far East Bureau of Customs cooperation. Both sides in the cooperation of 10 years, took a positive and cooperative attitude, have made some achievements in the fight against smuggling, information exchange,case investigation,and so on. But we should see that there are still some problems in the cooperation at present. How to analyze the causes of these problems and learn from other customs cooperation experience,it is a task we are facing.This article introduced the cooperation between Harbin customs and the Russian Far East Bureau of customs, showed the basic features of both the customs cooperation, and further pointed out the problems in the cooperation, analyzed the causes of problems, and on the basis of full use of domestic and international experience, this article provided some countermeasures and suggestions to improve the customs of Harbin and the Russian Far East Bureau of Customs Cooperation. |
