Currently, disintegrated rural development and abandoned rural put significant pressure on the rural system. Along with the era of urbanization, economic pressure,modernization, and natural resource exploitation, the rural system confronted challenges to be sustained. Moreover,the unforeseen natural disasters may bring the unprecedented challenge to the rural system because of such vulnerabilities. The capability of the rural system to filter, absorb, and adapt rapidly in response to the interference is namely "Resilience." To face the future challenges while the future disturbances are increasing such as urban-rural gap, the threat of natural disasters and the effects of climate change, and the increasing of rural vulnerabilities make the demand for building rural resilience urgently need to cope rural future threats and challenges. Thus, the future strategy of rural development that reflects resilience is necessary. This research gives an illustration of rural development practice comparison in China and Indonesia in term of resilience. This research tries to bring new insight into the rural resilience theory by building rural resilience framework. Practically, this comparison study delivered best and bad practices of current rural development to achieve resilience that can be a guidance for future rural development. This research using a semi-quantitative approach to elaborate the importance of resilience term in rural development and provide a comparison of the resilience practice in scales by analyzing case studies selected, namely, Xu Fu Village Ningbo (China) and Kaliwlingi Village Brebes (Indonesia). The author formulates resilience framework used in this research from the literature review of past resilience studies. The resilience framework consists of 7 resilience qualities, 5 domains, 20 dimensions, and 175 indicators related to assess the rural resilience level of case studies. The scoring system is applied to each indicator and evaluated by local rural community’s using their perspective of their local livelihood condition during the rural development process. The comparison analysis shows the rural resilience level of Xu Fu Village and Kaliwlingi Village. Each village has different achievement score in each domain to build the comprehensive resilience.Moreover, their superiority in several domains of resilience brings out the lesson learned from building resilience strategy from rural development practice in each village. Rural resilience has measurable qualities; it is identified by the capacity of the rural system to confront with future changes or shocks. From the seven qualities used in this study to determine the resilience, the rural system should perform the qualities to evince its resiliency. The observation shows that each case studies,both Xu Fu Village and Kaliwlingi Village reflect different resilience qualities.
