Study On The Accurate Implementation Of Industry Poverty Alleviation In Ningxia

The fifth Plenary Session of the 18th CPC Central Committee put forwards the basic strategy of precise poverty alleviation and precise out of poverty,the precise poverty alleviation has been raised to a new strategic height.General Secretary Xi pointed out that the development of the industry is the fundamental policy to alleviate poverty when he inspected Ningxia in July 2016.According to local conditions,the cultivation of the industry should be a fundamental way to promote poverty alleviation.Mountain Liu Pan area is one of the 14 concentrated special difficulties of the country,and Ningxia is located in its core area.By the end of 2015,there are still 580 thousand participatory poor people,and 300 thousand poor people out of poverty rely on industrial poverty alleviation.Therefore,the strategy of poverty reduction has become the focus of efforts to reduce poverty and combat poverty.So,in this paper,it is the core content that is to solve the problems encountered in the development of industrial poverty alleviation,in order to ensure industrial poverty alleviation go into a road of healthy and sustainable development.This paper adopts the literature research,field interviews,combination of qualitative analysis with quantitative analysis and so on.Firstly,defines the related concept,generalizes the research on industrial poverty alleviation,explains the theory of industrial poverty alleviation.Then,on the basis of a comprehensive understanding of the overall poverty situation and the review of the process of poverty alleviation in Ningxia rural areas,analyzes the current situation and problems of industrial poverty alleviation,explores the restrictive factors in the development of industrial poverty alleviation,summarizes five big problems from the perspectives of the industry foundation,bottleneck,external constraints,financial support,policy and organization guarantee.Finally,put forward the corresponding countermeasures and suggestions based on the above research to solve the difficulties exposed in industrial poverty alleviation accurately,so as to further promote the industrial poverty alleviation work and provide the reference for baseline task that the region's rural poor people out of poverty and all counties hat out of poverty by 2020 which the autonomous region put forward,and target task of building a well-off society in an all round way with the whole country.
