Salary management is the core content of human resource management in an enterprise.reasonable and efficient salary system can not only inspire the enthusiasm of employees,but also promote employees to achieve organizational goals and improve organizational benefit.Salary system that is scientific and appropriate to an enterprise environment can also increase employees' satisfaction as well as engagement about the enterprise,whereby become a more powerful way to attract,inspire and retain talented employees.The Third Plenary Session of the 18th Central Committee of the Communist Party of China has described state-owned enterprise reform as the most of economic reform,among which,to build market-oriented internal operating mechanism is the key point of state-owned enterprise reform.Therefore,salary system reform becomes the priority of improving state-owned enterprise's operating mechanism,and also the key factor to activate endogenous power.Under stress coming from continuously aggravated global economic downturn,the state-owned enterprise reform becomes apparently accelerated.Pushed by supply-side structural reform including de-capacity,state-owned enterprise reform will focus on overcapacity areas such as coal,steel,construction materials,nonferrous metals.This article takes a state-owned enterprise named Z as the research subject,using literature review,questionnaire survey,theory and practice combination to analyze current salary system of Z through enumerating problems existing in another company's salary management system.Optimizing the current salary system combining practical situations on the basis of relevant theories,eventually designs a salary management system that conforms to strategic development of the enterprise,meanwhile expect to provide reference significance for manufacturing state-enterprises to explore salary culture and system that suit Chinese national condition.
