Study On Farmers' Willingness To Pay For Weather Index Insurance

In recent years,the emerging agricultural insurance products are springing up like into the insurance market,which greatly enriching China's agricultural insurance market product line.While the central document has been for 10 consecutive years,clear requirements to accelerate the agricultural finance,insurance system reform and innovation,increase support for agricultural insurance.As of the end of 12 2015,China has more than acres of major agricultural crops covered by agricultural insurance,will cover the country's major agricultural crops sown area of more than 59%,is expected in 2016 this figure will continue to aggrandize.During the "National 12th Five-year Plan",China's agricultural insurance business with an average acceleration of 21.2%per year,agricultural insurance to provide insurance gold to 6.5 trillion yuan total for 10.4 million times a farmer underwriting and to 1.2 million times underwriting farmers pay the agricultural insurance claims totaled 914 billion yuan;but compared with the developed countries,at present proportion of China's agricultural insurance products in the insurance market,new agricultural insurance variety(weather index insurance)still in low level.Since after the launch of the weather index insurance products,domestic and foreign scholars on the weather index insurance never stop,nonetheless,the current research status is still debated,also did not unify.the study of farmers'own characteristics of the rural households,the policy environment,etc.still does not see more.Reviewed in this paper,the insurance demand theory,weather index insurance trial conditions,etc.,to 2013 floods in Tongjiang in Heilongjiang province the 7 town 14 township farmers as the standard,select the research sample,this paper combined with the changes occur every three years the farmers individual characteristics before and after the event,insurance,farmers loans data,formed a panel data study,this paper respectively in different basis(after the disaster,disaster)for grouping samples,starting from the individual characteristics of the background of farmers,draw lessons from the logistic model established positive mathematical models,the empirical test the personal characteristics of the farmers and weather index insurance relationship between willingness to pay.The research results:many meteorological indicators have different regions of our country,and the pilot work has been carried out in different regions.In this paper,we recently experienced natural disasters through judgment index insurance and willingness to pay,we compared the recently suffered losses and those without losses to the farmers,they have a similar demographic and financial characteristics.We found that the flood affected farmers of weather index insurance willingness to pay is significant,and is not affected by the farmers on the weather index insurance willingness to pay two times;it is clear that the flood stricken farmers whose families,income,are affected,the most direct is the economic loss,plummeting revenues(most of the affected farmers income KS),such a situation for often rely on government loans to farm households is undoubtedly worse.Although government subsidies will in a certain extent,ease the farmers' tension,and can help farmers to continue lending to continue farming,but many low-income groups,farmer or get rid of the burden,can freely dispose of their income.at this time,weather index insurance role will be reflected,not only can claims farmers loss,also can be in a certain extent to reduce the farmer's shoulder the burden so affected farmers of weather index insurance demand with respect to not affected farmers is relatively high.
