Tax collection management is one of practical problem during tax collection process, as an important and crucial part of tax administration, its quality and effectiveness are measures of the tax department’s efficiency in a given period. In recent years,with the development and changes in economy,tax environment,and the needs of taxpayers, traditional tax collection management and collection management processes cannot adapt to the demands of reality, even blocks the enhancement of levy management. Local tax authorities at all levels have gradually realized that the first step of scientific innovation and modern tax collection management system is to optimize the collection management process.The thesis guides the tax practice of City J’s optimization of the tax collection management process for local taxation bureau through the introduction of taxation process optimization theory, meanwhile provides reference to tax collection management reform of other tax authorities hopefully. Firstly, introduce the basic situation and functions of this local taxation bureau of City J,and also comprehensively analyze the problems of tax collection management process: a) poor efficiency of tax collection; b) the role of electronic equipment don’t fully play as expected with widespread waste of resources; c) the lack of effective tax monitor means during execution ; d) staff age structure is too large; e) lack of professional skills; f) complex responsibilities have across. Secondly,deeply analyze the necessity and significance of the collection management process optimization for City J in order to establish quality and efficiency evaluation system for tax collection management.Finally, optimize taxation process and respond to tax risk for City J, applying the principles and methods of taxation process optimization.
