Problems And Countermeasures Of Universal Postal Service In Changzhou

In 2017,Jiangsu Province carried out a special supervision on the compliance management of postal universal services.Through the inspection,it was found that the key points of provincial universal services and special services in 2016,the Measures for the Administration of Jiangsu Village Postal Stations(Interim)and the management system for the issuance and sale of special postage stamps had been effectively implemented in relevant outlets.Most of the outlets had a good service attitude,complete service types,and good service quality.The length of service and the quality of service are in accordance with the regulations.However,the inspection also found that individual outlets did not carry out the exchange business,the validity period of on-site monitoring and video surveillance is less than 30 days,and there is no smoke alarm installed in business premises.In fact,the universal postal service is not only related to the reform of government functions,operation modes and operation system,but also to social and economic development and stability of life.From the practice results of the development of general postal service in Changzhou City,Jiangsu Province in recent years,the supervision system of general postal service has been initially established.In 2017,Changzhou City promulgated the newly revised Universal Postal Service Standard,formulated the "Universal Postal Service Standard" Implementation Plan,and the supervision mode has become increasingly sound.However,through supervision and other means,it is found that the level of general postal service in Changzhou is not high enough,the development of general postal service is unbalanced,and the relevant legal constraints and supervision of general postal service are insufficient,which restricts the further optimization and reform of the postal system.Based on the theory of public goods and the theory of equalization of basic public services,this paper analyses the related problems of universal postal service in Changzhou,and tries to explore the development of universal postal service in line with the development of China's postal market,so as to effectively urge postal enterprises to better fulfill their obligations of universal service and enrich the postal service.In order to improve the theoretical system of universal service in the postal system,this paper aims to put forward some suggestions on the reform and optimization of universal service in Changzhou.
