The Employment Effect Of Investment Enterprises On The "China Belt And Road Initiative"

With the "The Belt and Road Initiative" strategy to promote the smooth, outward FDI of Chinese enterprises will continue to exceed FDI and enter a new level of steady growth. At the same time, the domestic labor market by the supply side structural reforms and economic slowdown in the dual impact of the employment situation is still not optimistic, and the discussion on the effects of outward FDI and employment has attracted much attention. Based on this background, this paper use 2008-2015 regional data empirical test of Chinese coastal and border areas of outward FDI employment effect. Further, this paper constructs 2005-2007 Chinese outward FDI enterprises and Industrial Enterprises above the scale of the integrated database, focusing on the influence of Chinese coastal and border areas enterprises of investment"The Belt and Road" on domestic employment, and analyzes the adjustment mechanism of the institutional factors (government participation, foreign participation, and environmental regulation) to the two party. The results showed that outward FDI of Chinese coastal areas enterprises has a substitution effect on employment, and "The Belt and Road" investment on employment substitution effect; Outward FDI of Chinese border areas enterprises has a complementary effect on employment, and "The Belt and Road" investment on employment complementary effect. The moderating effect of institutional factors on the two party, results showed that the participation of government can significantly enhance the Chinese coastal areas of enterprise "The Belt and Road" investment employment substitution effect, significantly weaken the Chinese border area of outward FDI enterprises employment complementary effect; Participation of foreign in the Chinese coastal areas significantly enhanced the enterprise "The Belt and Road"investment employment substitution effect, and the effect of border area enterprises is not significant; Environmental regulation significantly enhanced the Chinese coastal areas of the enterprise "The Belt and Road"investment employment substitution effect, and the effect of border area enterprises is not significant. The empirical results confirmed the effect of investment on the "The Belt and Road" employment in our country,especially the Chinese coastal and border area difference in regional heterogeneity, institutional factors on the employment effects. It has a certain significance for the government to develop guidance measures to deal with the relationship between outward FDI and employment growth under the background of The Belt and Road".
