The Research Of The Problems And The Measures Of Ideological And Political Work In State Taxation Departments Under The Reform Program To Replace The Business Tax With A Value-added Tax(VAT)

The State Administration of Taxation is currently confronted with a series of new situations and new issues in ideological and political work as well as new tasks and new requirements with the implementation of the reform of replacing business tax with value-added tax(VAT)across China.As a fundamental guarantee for deepening taxation reform and realizing the growth of tax revenue and economy,ideological and political work is an urgent need in building a high-quality workforce of tax administration cadres and in promoting an all-round development of the taxation cause.We need to fully realize the necessity and significance of ideological and political work and further improve our sense of responsibility and sense of mission,so as to succeed in the ideological and political work.Since the implementation of the VAT reform,the State Administration of Taxation has made some progress in accurately grasping,proactively acting and comprehensively strengthening ideological and political work,in improving the quality and effect of ideological and political education by putting people first and boosting vitality,and in practically promoting many constructions at grassroots levels by basing on reality and doing well in key points.However,there are also many problems in the ideological and political work of the State Administration of Taxation under new situations.These mainly reflect in the department's ignorance of the important role the ideological and political work plays when it paid too much attention to improve its business.Moreover,it failed to emphasize the quality and effect of ideological and political work and lacked innovation of manners and methods as well as construction to perfect mechanism.As a result,ideological and political work in the aspect of taxation and team building is lack of momentum,weak in penetration,combativeness and cohesion,and short of creativity.These may be attributed to various factors.I conclude through investigation and analysis that the reasons lie in that State Administration of Taxation does not do well enough in ideological recognition,subject grasp,mechanism construction,content and form,as well as working method in the ideological and political work.Therefore,it is urgently necessary against the backdrop of replacing business tax with VAT to study how to enhance ideological and political work of the State Administration of Taxation during the VAT reform,how to tackle problems arose in the ideological and political work,how to enhance the ideological unification of the State Administration of Taxation,how to purify political ecosystem,how to improve our party and our government's working style,and how to upgrade the department's tax administration levels.
