Study On The Problems And Countermeasures Of The Implementation Of Dongguan Housing Provident Fund System Of Non-Public Enterprises

Housing is a necessary material condition for human survival and life."Have a house " is the eternal topic of people in all countries.The ancient Great Tang Dynasty poet Du Fu:"It will be nice to have thousands,world famous Great Jubilee land".Singapore has implemented the"home ownership scheme",Through the central provident fund bureau basically solve the housing problems of domestic residents.By the end of 2014,the Chinese Academy of Social Sciences released the 2015 China social situation analysis and forecast,the survey shows that the price of Chinese social problems in the first concern.Since 2003 has been the focus of attention in the first three,we can see how important the housing for human beings.Housing is not only a material condition,but also an important psychological needs of people.In order to solve the housing problem of the majority of urban workers,China began to establish the housing accumulation fund system in 1991,and gradually implemented in the country.Dongguan began to implement the housing accumulation fund system in 2002,In these ten years,housing provident fund covering the population from scratch,from less to more,From simple to service quality,housing provident fund has also been rapid development.However,as an economic city,Dongguan,a large number of non-public enterprises still do not implement the housing accumulation fund system,non-public enterprises are still facing severe housing problems.At the same time,the development of housing provident fund in Dongguan has gradually reached the bottleneck period,a variety of problems continue to emerge.Non public owned enterprises and workers have become a stumbling block to the development of Dongguan housing provident fund system,but also directly affect the city’s economic development and social stability.This paper is based on the actual situation of the implementation and use of the housing accumulation fund in Dongguan city.Housing provident fund system in the implementation process there is non-public enterprises to pay housing provident fund is not standardized,non-public enterprises to use housing provident fund efficiency is not high and collective recovery behavior has brought about social adverse effects and other issues.In order to solve this problem,this paper analyzes the causes of these three problems,On this basis,the paper puts forward the countermeasures and suggestions for the non-public enterprises to cover the housing accumulation fund system as soon as possible,and the non-public enterprises can enjoy the benefits of the system.
