Study On The Application Of The Public Housing Fund

China's public housing fund system was established ten years, and had played a significant role in promoting the housing system reform, changing in consumption concept of residential housing, improving the living conditions, and enhancing the level of housing consumption. But at the time of continuous improvement in the public housing fund system, there have been many problems, particularly in use. Erenow the researcher focused on the public housing fund system, such as the operation of the public housing fund system performance, legal problems of public housing fund system, the improvement of public housing fund system, as well as our current public housing fund system defect analysis and countermeasures, etc. The use of the public housing fund have not been researched too much, however this area have a significant impact in development of the public housing fund system and in solution of the housing problem for low-income people. Therefore, a detailed analysis and effective solution of these issues, promoting the development of China's housing security system is critical. In this paper, based on low efficiency and narrow coverage in the use of public housing fund, making depth analysis in the use of the public housing fund, and finally proposing practical solutions.The study on the application of public housing fund is in favor of the improvement of public housing fund system, such as improving the utilization rate of public housing fund and expanding its scope of application. The application can not only provide a lot of money for the construction and development of the country, but also provide the residents with a variety of social security. The rational application of public housing fund can promote the development of other related industries.This paper introduced imputation and application of public housing fund at this stage, and analyzed to identify the exiting problems in the course of the application, such as the low coverage and narrow range of the actual pay, the less utilization of the private housing fund, the Government inefficient use of funds leading to a lot of idle funds, and the regulatory mechanism of public housing fund not perfect, ect. These problems led to the development of public housing fund system in the process can not effectively solve the housing problems of low-income, seriously hampering the full playing of housing security functions.This paper detailed analyzed Singapore's HDB and CPF policies, the imputation and application of the Central Provident Fund, compared with the application of the public housing fund in China, and summarized the advantages of Singapore Central Provident Fund that can learn from. This paper, on the basic of the application issues of public housing fund at this stage, makes a few recommendations:expanding coverage of the actual payment of the crowd; increasing in personal disposable deposits of housing fund account level, increasing the kinds of application of public housing fund deposits, such as allowing to cover the cost of owner-occupied rental, investing in government regulations on investment projects; combining with the old-age insurance and medical insurance; improving the application efficiency and the imputation range of public housing fund, reducing the amount of sedimentation funds, such as increasing funding for the purchase of government bonds, investing in national infrastructure, municipal public facilities and high stability projects; strengthening supervision; and improving the application mechanisms of public housing fund, achieving preservation and appreciation in capital.This paper mainly includes the following parts:Chapter 1 is introduction. This chapter mainly described the actual background, theoretical and practical value of the study on the application issues of public housing fund. On this basic, analysis the theory of the housing security, clarify the basic concept of the public housing fund and the public housing fund system, for the follow-up in-depth study to provide a theoretical basis. For the convenience of the reader sorting out the idea, the last part of the chapter listed in the article's framework.Chapter 2 is current situation and problems in China's public housing fund. This chapter introduced the amount of the imputation and application of public housing fund in the whole country in recent years, and analyzed of current major application issues of public housing fund existing in the process.Chapter 3 studies and learns the situation in Singapore's central public fund system. This chapter mainly analyzed the Singapore public housing policy and the Central Provident Fund system and the application of Central Provident Fund, compared with the public housing fund system in China, and proposed the reasonable strategy. This paper only analyzed Singapore's Central Provident Fund system and its application situation, and did not study the housing security system in the United States and Germany, although which have the developed system. Because the United States and Germany have not establish the public housing fund system in their housing security system, which have not much of the reference for the study on the application of public housing fund in our country. While Singapore's Central Provident Fund system and the public housing fund system in China are similar, there is a excellent comparability and reference. So this chapter focuses on this respect of the research.Chapter 4 addresses the measures of the using problem of the public housing fund. Combining with the problems of public housing fund described previously, and its analysis and study, this chapter made recommendations on the application of public housing fund, such as increasing the application means on the government aspect, expanding the personal domination of the public housing fund deposit scope, combing the public housing fund with the pension insurance, medical insurance, combining personal self-help with the family support, government's involvement in the operation and management, strengthening supervision in housing fund, improving application mechanisms, and increasing the application efficiency of public housing fund.Chapter 5 is conclusions. This comprehensive study describes the conclusions, shortcomings, and further thinking on the prospect of future development trends.
