Research On Energy Performance Contracting Project Based On PPP Theory

Nowadays,China is facing a serious environmental pollution and energy shortage problem.Since 1998,the Energy Performance Contracting(EPC),a new energy-saving mechanism,was introduced to China.With advantage of validity and flexibility in energy saving,China's government has clearly put forward to speed up the implementation of EPC.And promoting the transformation of enterprise energy-saving technology and the EPC as one of the important means of energy saving and emission reduction during “13th Five-Year”.However,there are still many problems in China's EPC industry,which seriously hinder the promotion of Energy Performance Contracting.The main reason lies in the small size of the energy conservation service enterprises is the lack of credit guarantees and financing.Firstly,with China's economic development is under the new normal,social financing growth has slowed,and the willingness of investors to bear the risk is getting lower and lower.So,energy service companies will get social financing more difficult;secondly,the economic slowdown has made some high energy consuming industries(such as metallurgy,electricity)start facing problems,which make the EPC industry reduced potential projects.So under the new normal,the Energy Performance Contracting industry has encountered great difficulties.PPP(Public-Private Partnership)model has acquired the strong support by the country in recent years,its advantage is relatively adequate and strong financing capacity,which is just the shortage of Energy Performance Contracting industry.If the Energy Performance Contracting industry and the PPP model can form an integrated body,we can use the advantages of PPP model to solve the dilemma faced by the Energy Performance Contracting,and to achieve the transformation of energy services industry in the new normal.Therefore,whether the Energy Performance Contracting can be integrated with the PPP model and how can the two model integration are the subjects this paper analyzes.How many factors will affect the integration of development.This paper explored the new direction for the development of EPC industry in the new normal China.In this paper,based on t he basis of the theoretical framework,the PPP theory and Energy Performance Contracting is integrated.Firstly,through the analysis of the Energy Performance Contracting industry and PPP model's integration unit,need integrated and integrated interface,and proves the feasibility of the two integration,which can solve the integration problem;secondly,this paper determined on the basis of in the integrated unit and integration interface,and designed an integrated mode between energy service industry with the PPP model,and then identify the integrated environment of integration development of energy service industry with the PPP model,which solved how the factors will influence the integration of development.This paper put forward in the Energy Performance Contracting project financing theory,and finding out the new mode of project financing in China's energy management contract,which ensure the EPC project financing financial to success.Finally,according to the results of this study,some suggestions are put forward to promote the development of Energy Performance Contracting industry in China.
