Research On Finance Of Energy Performance Contracting For Energy Service Companies

The validity and flexibility of energy performance contracting in the aspect of energyconservation and emissions reduction have been generally agreed. China also pay moreattention to the development of the mechanism, and think that it is one of the importantmeans of energy conservation and emissions reduction during the "12th five-year". Energyconservation service company’s purpose of energy performance contracting is reducing theuse of energy, and reduce the cost, and then use this part of the value of savings to pay thetotal expenditure of the energy-saving projects. So that it can largely improve efficiency,help enterprise to reduce the production cost, make enterprise resources can be focused onthe core work, thus the energy performance contracting plays an important role in energysaving.But at present, the development of the energy contract management still exist manyproblems, hinder the promotion of energy contract management, which was introduced intoChina since met the obstacles of development, appeared the phenomenon of "clap, don’thit". One of the most important problems in financing, energy performance contractingproject need more money, and the general small and medium-sized energy conservationservice companies’ financing volume is limited, therefore, how to optimization offinancing, has become the important factors of project implementation. Based on the studyof the current development situation of energy performance contracting, the situation ofenergy conservation service company when operate energy performance contractingproject, take the advantages and disadvantages of all kinds of project’s financing channels.In summing up the ways of financing operation of current energy performance contracting,and getting the general model of the deficiency of existing financing in many aspects, thenmake the model to be a new one of more efficient and lower risk, calculated the financingoptions of service companies, then give empirical analysis of the new model and newfinancing plans.The purpose of this paper is to explore the core of the problems existing in thefinancing process in our country’s energy performance contracting, and find the right way to develop China’s national conditions of the energy performance contracting, and putsforward countermeasures and suggestions to promote the development of continuousenergy performance contracting. Not only to be important significance for the enrichmentand perfection of energy performance contracting theory, but also to be importantsignificance of practical guidance to the work of energy conservation and emissionsreduction in China.
