| As our country is paying high attention to science and technology innovations,the state funds on science and technology are continuing to increase.As a result,the efficient use those funds have also been a focus.Some structural problems of the state system of science and technology have also been realized and reformed,such as rigid quantitative evaluation metrics(numbers of papers,projects,research funding,doctor and master degrees,etc.),immature evaluation system,lack of public involvement and efficient supervisions.At the same time,how to conduct risk management and risk control of major research projects for government-affiliated research institutions is also an urgent issue.Risk management,as the essential part of modern enterprise management,has always been highly valued by governments and enterprises at home and abroad.There have been a lot relevant studies on the risk management enterprises.However,there are relatively few researches on the risk management on the major projects of government-affiliated research institutions.At the same time,those institutions have their own unique characteristics and rules.Specific management regulations are provided for each type of major projects financially supported by state.The management must satisfy some requirements imposed on government-affiliated research institutions,other than those for projects.As a result,we need to study and propose specific risk management policies for government-affiliated research institutions.As a nationwide research institution,CS plays an essential role in the state science and technology development.This thesis,selecting CS as the research target,will make a systematic evaluation of CS’s risk management of the whole lifecycle of major projects,from project application,approval,execution and to acceptance evaluation,and,based on the institutional Academic Resource Planning(ARP)system,then gives some proposals on how to take concrete measures to enhance risk management.In addition,a subordinate institution of CS is used a case study to demonstrate how risk management can be improved by facilitate those measures with ARP.Finally,as CS is one of the most typical government-affiliated research institutions of our country,I hope the conclusions drawn in this thesis are also helpful for other similar institutions to enhance risk management. |
