Since the reform and opening up,the people's living standards has been improved at large.After solving the problem of food and clothing,the public have changed their focus from eating enough to eating healthy.Under the circumstances of economic development,improvement of life and public needs,the health food industry comes into being.The predecessor of health food in China is the health care drugs in 1980 s.Experienced several ups and downs,the health food industry has now formed a larger scale and shown a steady growth.However,the health food market has to solve some tough problems following the rapid development.The newly revised Food Safety Law contains a special chapter on health food.The chapter explicitly proposes two important provisions which opened a new chapter in the development and supervision of health food.First,strict supervision should be carried out in all aspects,including production,operation and advertising etc..Second,two combinations should be established.One is the combination between health food raw-material-catalog and function-catalog management,another one is between registration and record management system.Through the analysis of the past relevant studies and the current situation of the regulation of health food in China,it is considered that there are some main problems,such as imperfect policies and regulations,imperfect standard system,imperfect elimination mechanism and poor technical inspection.In view of these problems,the thesis points out that the main reasons for these problems are slow construction of the regulatory system,backward standard system,lack of effective means of incentive mechanism,and low ability of testing institutions.Based on the health food supervision experience in the United States,Japan and the European Union,this thesis puts forward the following effective measures to improve China's health food supervision.The first is to straighten out the supervision system.The second is to crack down on illegal behavior,and to carry out special rectification.The third is to create a common social governance pattern.The fourth is to accelerate the construction of standard system.The fifth is to implement the production and management norms.The seventh is to play a more important role in credit guidance.At the same time,scientific supervision and protection should be further improved,such as implementing of electronic regulatory model,improving the level of inspection and testing,and strengthening scientific knowledge education and so on.
