Research On Safety Supervision Model Of Health Food In China Under The Theory Of Pluralism

"Affinal drug and diet" is advocated since ancient times in our country, formed the health food science with Chinese characteristics. With the development of economy and the increase of aging population in society, the health food industry began to flourish.In new national12th Five-Year Plan for Food Industry, the nutrition and health food manufacturing is firstly listed into national food industry plan as a major industry. However, China’s current health food industry status and consumption safety is worrying.There are severe market chaotic phenomena and frequent security incidents.How to guarantee the healthy, stable and rapid development of industry, becomes a problem that urgently needs to be solved.In this paper, the theoretical basis, the basic connotation and inherent defects of" Multi-governance mode" were analyzed from the perspective of polycentric governance theory.The inevitability of introducing multiple governance subjects in the health food safety supervision was put forward, by analyzing the inadequate supervision of single entity supervision mode by the government. Firstly, the development of the health food industry and evolution of the regulatory process in our country were reviewed, and the present situation of Chinese health food are discussed in this paper, combined with case analysis, pointing out the deficiencies of single regulatory of the government. Secondly, the problems existing in the Chinese health food market and the reasons are analyzed, pointing out that the government regulation failure, weakness in self-regulation in enterprises, development lag of the third sector, and insufficient regulation of the consumers are the fundamental reasons. Thirdly, the regulatory models of United States, Japan and European were studied, putting forward learning from the advanced experiences abroad, which are the entire process regulation, unifying standards once more, and the participation of social forces to reduce regulatory costs. Finally, from the three aspects of the entities of the Multi-governance mode, mechanism system and system security, get to the conclusion of building a multi-governance mode of "government supervision, self-discipline and social supervision, public participation, collaborative work" for health food safety regulation.
