Reserch On The Construction Of Guangxi-asean Science And Technology Cooperation Management Platform

In the context of regional economic integration and "The Belt and Road Initiatives" economic cooperation,technology cooperation and exchanges are increasingly becoming the forerunners of economic and trade consociation.China and ASEAN countries develop mutually beneficial science and technology policy by building a management platform for cooperation.Eliminating the barriers to scientific and technological exchanges due to the border,our country can form a regional science and technology consortium.Guangxi has been closely linked with the ASEAN countries,and it has mutually established a deep foundation for cooperation.In the construction of international scientific and technological cooperation demonstration base,Guangxi promote the "Project-Talent-Base" a combination of new models of international scientific and technological cooperation.In January 2013,the Ministry of Science and Technology of the Ministry of Science and Technology announced the Guangxi Science and Technology Institute,Guangxi Plant Research,Guangxi University,the first batch of Guangxi International Science and Technology Cooperation Base.Generally,it can further broaden the way of scientific and technological cooperation,and pay more attention to the efficiency of scientific and technological cooperation.Nowadays the status of Guangxi in China-ASEAN Free Trade Area is rising,we should give full play to its competitive advantage.Moreover,we should coordinate national innovation resources and innovation strength for China and ASEAN countries of science and technology cooperation and exchanges to make a series of important strategic plan.But Guangxi-ASEAN scientific and technological cooperation is also limited by the established model of the national major policy,lacking effectiveness of local conditions.It mainly reflected in Guangxi and ASEAN both sides of the depth of scientific and technological cooperation which is not enough.The scientific communication costs too much,the cooperation frequency is low and science and technology exchange activities are poor.Those are still urgent problems to solve.The reason for these problems is that the poor exchange of information and the efficiency of information communication is too low.This research is based on the investigation of the current situation of scientific and technological cooperation and exchange between Guangxi and ASEAN countries.And it combined with the scientific and technological cooperation management platform competitive advantage and the significance of the construction platform.Using the theory of public goods,public expenditure theory,transaction cost theory and effective supply theory to analyze,the author put forward a set of models and policies that are conducive to the construction and development of China-ASEAN science and technology cooperation management platform.In order to solve the problem of coordination and communication,promote the integration of science and technology information system between Guangxi and ASEAN,the author design a platform structure for the management of science and technology cooperation and exchange between Guangxi and ASEAN.Finally,she puts forward the policy system and management mechanism to ensure the normal operation of the management platform system and ensure the sustainable development of the platform.
