Research On The Construction Of Science And Technology Resource Service Platform In China 's Scientific And Technological Innovation System

Scientific and technological resources (referred to as STR) is the sum of human, financial and material resources, information, organization and the other elements engaged in scientific and technological activities. It is the interaction of the elements of the resource and its sub-level elements which constitute a complete system, also including technology services resources. STR has an important role in the construction of the national innovation system, and STR in China has a large degree of repeat purchase and waste. In different district, STR-sharing and service development is unbalanced, only a few provinces issued legal documents on the sharing of STR. In China, the STR Platform construction is mainly on Science and Technology Infrastructure construction, ignoring its important role in promoting economic development. Our country is also mainly emphasize on the construction Science and Technology Infrastructure, While in promoting technological innovation service platform construction, but the construction mode and operation mechanism are all stay on the exploratory stage. So how to speed up the sharing of STR on the building of STR service platform, to play STR’s ability on service of socio-economic development, has become China’s current important research area on the management of STR and science-technology policy.STR sharing and STR platform are important parts of China’s science and technology management, our country pays more and more attention STR-sharing, but the relative theoretical research are lack of. This thesis gives a comprehensive and system study on the STR-sharing and STR service platform, from the theory and practice of scientific and technological resources service platform, focus on such problems as what the platform is, why&how to do it, how to manage them, etc.This study, based on the theory of science technology and society, science and technology policy studies, technical innovation, and analysis of the status of China’s STR-sharing and construction of STR platform, and learn more from the experience of foreign developed areas of STR-sharing and STR platform. By building socialization, efficient STR-sharing as the core of the STR service platform system, to improve the efficiency in the use of STR, and thus provide common technology for business innovation services, promote the development of industries. And on the study of policies systems, building systems, operation mechanism and assessment mechanism, analysis how to build a suitable status STR service platform system from China’s national conditions. At the same time, from the departure of the STR service platform, mainly for example of Shanghai, to study the characteristics、advantages and disadvantages of the typical STR platform, finally put forward positive proposals on the development of STR service platform in China. This article can be divided into three parts, namely, theoretical analysis, empirical research and policy recommendations.Theoretical analysis consists of two parts. First is the basic theoretical research, mainly related to the background and significance of the study, pointed out that the value and feasibility of the research, to summary our innovation and the meaning of this thesis. The second is the analysis of foreign STR platform experience, mainly related to the development status of foreign countries, to give scientific and objective analysis on STR legislation, STR service organizations, STR innovation network and other aspects of their development.Empirical study also included two parts. First, analyze the structure and function of the STR service platform. This part mainly related to the meaning of the STR service platform, including platform, public service platform, and the professional and technical services institutions, which can give us more understanding on the meaning of the STR service platform. Then analyze its core features from the background of the STR service platform, such as the resource demand conditions, common characteristics and the development characteristics, the last is depth analysis of the structure and function of the platform. The second is to analyze the construction and operation mode of the STR service platform. Explore ways of service platform, to find ways of building STR service platform, and analyze the advantages of the various modes, and propose appropriate policy recommendations.Policy recommendations also divided into two parts. One is analyzing the system and operating policies of the STR service platform, and then focus on the development of qualified personnel, inputs and incentive mechanisms and other issues. The second is research the legal situation of STR-sharing in Shanghai, summed up the characteristics and experience of the legal system in the STR platform, and Analysis the problems of STR sharing, based on a devoted research to the legal system of the Shanghai, in order to promote the progress of the Shanghai STR-sharing legislation and provide some recommendations on related issues, then provide some practical advice to the policy and legal system of STR service platform in China.
