Research On The Regional Carbon Tax And Transfer Payment Mode In Guangdong Province

Study on global climate change and green low-carbon development is a major research project in 13 th Five Year Plan in China,it also shows that the country is firmly committed to reform the current energy-intensive consumption,extensive mode of economic development.Over the past thirty years,while the achievements of our country's economic are remarkable,the extensive development has brought us a lot of serious environmental problems,such as greenhouse gas emissions.The minority area of resources is rich in forest vegetation in Northern Guangdong,which is the main carbon sequestration,and the economical development relatively backward in Guangdong province.The Pearl River Delta region of Guangdong is just the opposite: it is a economically advanced area,but large carbon emissions.This is the reason we should reduce carbon emissions through carbon taxes.Besides,there are counterpart poverty relief policy between the Pearl River Delta region and the national region.Guangzhou is responsible for the Lianshan Zhuang Yao Autonomous County.So,studying with carbon taxes and transfer payment system,the paper selects the Lianshan Zhuang Yao Autonomous County which is representative in the minority area of Guangdong province has realistic meanings in current situation.Carbon tax,as a kind of environmental tax on carbon dioxide emissions,plays an important role in protecting the environment and restraining carbon dioxide emissions.Therefore,based on the relevant carbon tax research achievements and the academic study from scholars at home and abroad,this paper used literature research method,statistical analysis,field investigation,estimated the carbon emissions and uptake in Lianshan Zhuang Yao Autonomous County and Guangzhou City,analysised the carbon tax revenue in Lianshan Zhuang Yao Autonomous County and Guangzhou City.Last,through summarizing and studying internal practice experience,combining field survey data with interviews,this paper found that:Firstly,the level of economic development is disproportionate,and the distributions of green plants are so different in Guangdong Province.Lianshan Zhuang Yao Autonomous County is an important carbon sequestration in Guangdong Province.Forest land occupies an important place in the carbon sequestrationeconomy in Lianshan County,this provides the possibility for Guangzhou City which economy is growing fast but the carbon emissions is huge to balance carbon source.Hence,Lianshan County plays a vital role of balance in low-carbon economy of Guangzhou City,as well as all Guangdong Province.Developing carbon economy will be one of the most important sustainability goals for Lianshan County in the future.Secondly,the carbon emissions of Guangzhou are increasing,the carbon budget get out of balance.It's a significant carbon source in the Pearl River Delta region,even in the whole province.Associating carbon source with carbon sequestration through performing institution efficiently will become an important subject of low carbon economy in Guangdong province.By doing this,it can cut carbon emissions and promote economic development.Thus,we need to learn from foreign experience of carbon tax,perfect transfer payment system gradually in Guangdong,counterpart transfer the carbon tax revenue of Guangzhou to Lianshan Zhuang Yao Autonomous County,have significant investment in infrastructure construction,built the single and open special transfer payment,perfect the transfer payment system and supervision mechanism.Only in this way,it can transfer payment system of carbon tax gain a great benefit,promote the coordinated development of both economic society and environmental protection in Guangdong province.
