With the increasingly prominent issue of global climate change, the increasingcomplexity of the process of global climate negotiations, as well as continue toincrease the pressure to reduce emissions in China, carbon emissions are increasinglybecoming one of the focusing and attention academic issues, regional differences incarbon emissions and regional metastasis is one of the important issues of carbonemissions research. However, in recent years the flow of factors of production in theregion is more active, mainly in the developed countries and regions the new round ofindustrial restructuring is being launched worldwide, industrial transfer and capitalflows presents new features and trends, the new round of industrial mass transfer is infull swing. This essay basically summarizes form the research in both of domestic andoverseas, through the input-output table data in different regions, use of input-outputanalysis methods of quantitative analysis industrial transfer and industrial carbonemissions caused by the transfer area amount of the2002-2007, and explore itsdifferent impact on regional in carbon emissions, provides policy recommendations inregion for energy saving in China. Through this study reached the following results:Frist of all, China’s coastal industrial transfer to driven by consumer mainly, theproportion of the export-driven industrial transfer is relatively low, and the overallperformance base on spatial characteristics from the eastern region transferred toother areas, compliance with industrial gradient transfer rule, which is the northerncoast slightly behind of the eastern region become an important export-orientedindustries to undertake the transfer, by calculating the area between17industry areas’transfer size and space flows, we found that regional transfer mainly base onindustrial transfer, agriculture and services transferred smaller proportion. Meanwhile,according to our estimates, the industry transfer is the mainly transfer in easterncoastal areas, especially the mining industry, metal smelting and products industry,petrochemical industry and other resource-based industries have volume energytransfer.Secondly, by calculating the area of carbon emission factor, and multiple withthe industrial transfer amount, we draw that the industrial transfer brings the carbonemissions transfer. Found that between2002and2007, no matter in terms of scale orscope in space, transfer of carbon emissions has a great change. Affected byregional industrial transfer, carbon transfer base from the southeast coastal region tothe central region and northwest region, overall carbon emissions extends to the western region in spatial range. Separate the point to view, carbon emissions causedby transfer export-driven have increased fast compare with transfer of carbonemissions caused by consumption, mainly exported to southeast coastal inducingeffect of carbon emissions in the central region.Third, by calculating the area of carbon emissions, we found large differences inthe area of carbon emissions; the number of carbon emissions in east coastal andcentral region is large. Among of them, the north coast, east coast and west provinceemissions increased rapidly. Therefore, the industrial transfer and carbon transferredout is relatively small impact on total carbon emissions in east coast, the pressure ofreduce regional carbon emissions more from local industry, the northern coast of thesouthern and central regions showed similar characteristics in net carbon transfer, butonly different in degrees. Northwest is the largest carbon into the area in China,external industrial transfer is the main area of carbon emissions, industrial transferemission reduction pressure is much greater than the local industry. Northeast andsouthwest of China, Beijing and Tianjin have shown the same characteristics in netcarbon transfer into, it have smaller impact compare with northwest of China.Fourth, the calculating the quantity of "carbon leakage" in industry transfer, wefound out that the eastern coastal industries transfer to the central region, thenortheast and northwest area were leaked12,917,100tons,5,163,300tons,9,798,800tons of carbon. Among of them, the central region of the secondary leakage occurs,leaked7,100,700tons,-58.06tons,-288.86million tons, the overall capacity of3,631,500tons of carbon leakage to the northwest, northeast, southwest areas ofChina. Thus, the existence of serious phenomenon is "carbon leakage" during theindustrial transfer, establish a regional carbon trading market is imminent.
