Research On Tripartite Coorporation Pattern About Family Farm

With the development of social economy and the progress of science and technology,the way of small-scale contracting agricultural production of land has hindered the development of agricultural modernization and the further improvement of agricultural production efficiency.Therefore,under the system of family contract responsibility system in China,it is necessary to further guide the rural land to carry on the standardized circulation,and then form the agricultural management mode with the family farm.On the basis of this,what kind of mode to develop the construction of the family farm in our country becomes a matter of urgency has become a priority.Some professors put forward the view of family farm funds cooperation mode,which is through the policy and related social service system to improve the means to attract social funds to the construction of family farms,production and operation,which equals to the formation of a system of family farms.However,due to the construction of the family farms in China is still in its infancy,in the context of the relevant supporting measures are not perfect,the system of family farm construction promotion is still under discussion.Based on the analysis of the characteristics,problems and causes of the existing agricultural management mode,this paper views that the mode of operation of Chinese family farms is in line with the requirements of China’s future agricultural management mode.Throughout the development of some existing family farms in China,despite of their achievement,the limitations lead to the result that these development models cannot be effectively promoted and developed.Under the background,this paper proposes a tripartite cooperation model based on the family farm side,the land leasing party and the collective as the main body,that is,through the agricultural production land of all parties-collectively according to the actual situation to take some protective measures,such as standard land transfer and the time limits,so that contracted land farmers in this framework sign a security contract with the family farm operators,so as to achieve the protection of the rights of all parties and clear the relevant responsibilities of the purpose,so as to avoid the relevant responsibilities caused by unknown disputes,thus affecting the family farm operating stability.At the same time,due to the subjects of the cooperation model(group,farm operators and farmers)in China is ubiquitous,the tripartite cooperation model has better adaptability and promotion significance.In the case of research,the family farm through the tripartite cooperation model,the collective,farm operators and farmers’ rights responsibilities were clearly divided,including the scope of land,lease period,both to avoid the occurrence of related disputes,but also through the “fixed rent + dividend ”approach to improve the enthusiasm of farmers to rent out the farm,so as to better maintain the stability of the sustainable operation of family farms,and can effectively use the rural surplus labor.As the development of family farms in China is still in the initial stage,how the agricultural production land from the original land contracted farmers’ reasonable transfer to the family farm operators,has become the premise of the development about family farm tripartite cooperation model.In addition,due to the shortage of the relevant policy measures and social service level,the development of family farm tripartite cooperation model is bound to face some new problems,such as the division of rights,construction funds,social services,and market risk of family farms,etc.,are the problems that need to solve with the development of family farm tripartite cooperation model,only through the relevant policy measures,science and technology and social services development,first of all to ensure the smooth flow of agricultural production land circulation,and then through the relevant policy support,improvement of the social services level,increase the supporting facilities and other means,to improve the Chinese family farm three-party cooperation model of the relevant system innovation,and thus promote the Chinese family farms large-scale agricultural production and management development.
