Development And Benefits Study On Multiple Cropping Demonstration Areas In Sichuan

With the change of social and economic structure,the level of agricultural modernization is low,the income of peasants is not high,and the problem of land loss is serious.Multiple cropping plays an important role in ensuring the supply of agricultural products,innovating agricultural management mode and raising farmers' income.Chengdu uses the pattern in 2013 because the success of Chongzhou in 2012.Through the practice,efficient compound of food and economic crops has a strong vitality,but there are some problems in the development.In this context,it is quite necessary to research status of the demonstration area and evaluate the comprehensive benefits,so we can find out the problems and gives the corresponding countermeasures and suggestions.At the theoretical level,this paper analyzes the institutional innovation theory and so on,then the research analyzes the present situation of efficient compound of food and economic crops in Sichuan.The demonstration area has achieved many remarkable results,such as enhance the comprehensive income of grain production,promote the construction of agricultural brand,innovate rural financial service products and build the pattern of urban agriculture development.From the perspective of macro-dynamic,this paper constructs the five mechanisms,which includes policy support mechanism,management mechanism,science and technology support mechanism,capital investment mechanism and talent development mechanism,the paper analyzes its connotation and construction content.In order to objectively evaluate the comprehensive benefit of the demonstration area of efficient compound of food and economic crops,the paper constructs a set of evaluation index system,and takes 10 ten thousand mu of demonstration area in Chengdu as an example.Then the paper uses the principal component analysis method to measure the comprehensive benefit of each demonstration area.The paper draws the following conclusions: The development of demonstration area is obvious,but there are still many problems;the mechanism must be constructed by the government,cooperatives,leading enterprises and other entities to ensure resources to be fully access and use;The comprehensive benefits of demonstration area are affected by factors such as infrastructure and technology promotion.It should be improved from different factors to improve the comprehensive benefit.There are many problems in the demonstration area of efficient compound of food and economic crops,for example,the low influence of agricultural products,the large capital investment gap and the low labor quality is relatively low.The paper puts forward some policy suggestions to promote demonstration area construction and development.The demonstration area need strengthen the construction of industrial bases,broaden the channels of investment and financing of demonstration zones,accelerate the progress of agricultural science and technology and strengthen the quality and safety of agricultural products.
